Excerpt from The Mongols: A History Theodore Roosevelt, President of the Untied States of America, I dedicate to you the present volume entitled "The Mongols, a History." I do this because on September 5th 1901, in the city of Burlington where you addressed Vermont veterans, I asked permission to make the dedication and you gave it. Ton were Vice-President at that time. I made this request because I have great respect and admiration for you as a man, as a leader of men, and a scholar; and because of the way in which I came first to know you. In 1891 you, as Chairman of the Civil Service Commission, were in Washington. I had just returned to that city from a work of two years among Pacific Coast Indians. Of these, two tribes in California had asked me to intercede for them with the President, who in those days was Benjamin Harrison. These Indians were among the truly wretched and suffering. One tribe of them had been almost exterminated through a massacre inflicted by white men. The other reduced to a feeble remnant through various man-killing processes. Still they were worthy of earnest attention. Their myths have a beauty and a value which should preserve them till literature perishes. These two tribes were the Wintu and the Yana whose account of the world and its origin I published later on in "Creation Myths of Primitive America." On reaching Washington I went to Frederick T. Greenhalge, my dassmate, who then represented a part of Massachusetts in Congress, but afterward was one of that Commonwealth's renowned governors. Greenhalge tried to induce a strong man or two from the Senate or House to assist us to act on the President, but, though promises were made no man came with support, and we went alone to the White House. It is a peculiarity of the Turkish dialects that familiar proper names assume different forms among them, and that the names which good Muhammedans give their children from the Koran become distorted in different ways by the Tartars of Kazan, by the Kazaks, etc., etc., and, therefore, add another difficulty to the usual sources of embarrassment in regard to Eastern names. With every deference to the arguments I have seen on this subject, the difficulty remains at present insoluble, and our way must be a compromise too often an inconsistent compromise. This I know has been the case with me. I can only hope that some reasonable solution may sometime be forthcoming, and that in the following pages, bristling with proper names, that this frailty has not caused any serious errors of statements of fact. It also interfered very largely with the per meating influence of the crowds of Franciscan and Dominican friars, who planted convents in almost all the great towns of the East, under the tolerant shield of the early Mongol khans, and thus interwove for a while threads of European culture with the web of Eastern life. Lastly, it tied together once more, if somewhat loosely, the various states of the East which accepted Islam, into a virtual confederation of allies, and eventually, no doubt, broke down and enervated the power of the conquering caste, as was the case in China, and led to the rapid emancipation of the country from their yoke, a result which proved to be by no means an unmixed blessing. The Mongol supremacy in Persia was also marked by a remarkable succession of able administrators. Whether this was due to the central authority being a strong one, and affording opportunity for skill in this respect, I will not profess to decide; but it would be difficult to find in Eastern history a more remarkable example of good government, and of its best theories put into practice, than that presented by the reign of Ghazan Khan, whose laws and regulations remind us of the far-seeing prudence and wisdom of Akbar. Of course the lives of even the best of these men were continually in peril, and few viziers of the Ilkhans died peaceably. Their very ability and uprightness made the best of them the eventual victims of jealous and envious masters. As has been well said: In the East the death of an official is not too often the result of his ill deeds, but only a means of appeasing the cupidity of an avaricious tyrant.
