It was in the early summer of 1906 that Violet Bonham Carter first met Winston Churchill: an encounter which left an "indelible im pression" upon her. Peter Yearwood reconsiders the League of Nations, not as an attempt to realize an idea but as an element in the day-to-day conduct of Britain's foreign policy and domestic politics during the period 1914-25. He challenges the usual view that London reluctantly adopted the idea in response to pressure from Woodrow Wilson and from domestic public opinion, and that it was particularly wary of ideas of collective security. Instead he examines how London actively promoted the idea to manage Anglo-American relations in war and to provide the context for an enduring hegemonic partnership. The book breaks new ground in examining how London tried to use the League in the crises of the early 1920s: Armenia, Persia, Vilna, Upper Silesia, Albania, and Corfu. The study of foreign policy is usually concerned with the interaction of states, and thus with governance structures which emerged either with the so-called 'Westphalian system' or in the course of the 18th century: diplomacy and international law. As a result, examining foreign policy in earlier periods involves conceptual and terminological difficulties, which echo current debates on 'post-national' foreign policy actors like the European Union or global cities. This volume argues that a novel understanding of what constitutes foreign policy may offer a way out of this problem. It considers foreign policy as the outcome of processes that make some boundaries different from others, and set those that separate communities in an internal space apart from those that mark foreignness. The creation of such boundaries, which can be observed at all times, designates specific actors - which can be, but do not have to be, 'states' - as capable of engaging in foreign policy. As such boundaries are likely to be contested, they are unlikely to provide either a single or a simple distinction between 'insides' and 'outsides'. In this view, multiple layers of foreign-policy actors with different characteristics appear less as a modern development and more as a perennial aspect of foreign policy. In a broad perspective stretching from early Greek polities to present-day global cities, the volume offers a theoretical and empirical presentation of this concept by political scientists, jurists, and historians.

The expressions of American hostility toward France after 9/11 are not new - Franco-American relations in the early twentieth century were also difficult, characterized by the same antagonistic depictions of the other's culture. Ambassador Jules Jusserand's years in Washington (1903-24) were defined by efforts to correct such misconceptions, whether they came from the venomous pens of French extremists or from members of William Randolph Hearst's press empire. In An American by Degrees Robert Young explores Ambassador Jusserand's life and legacy. Fluent in English, married to an American, and a historian who was a frequent guest at many American universities, Jusserand deftly cultivated American sympathies for France. His tasks as a diplomat were formidable, whether during the period of America's war-time neutrality - when France was nearly over-run by the German army - or when as allies they competed for control of the peace process or sought to resolve post-war issues like disarmament, war debts, and reparations. Jusserand relentlessly reminded Americans that France had been an ally during their Revolution and that their concept of "civilization" was part of France's intellectual and cultural legacy. Gustav Stresemann was the exceptional political figure of his time.
