March 15, 2011, marks the beginning of the Syrian civil war, a conflict that caused the death of thousands of Syrians and a displacement of over half of the population, internally as well as globally. Peaceful protests in the region, inspired by the Arab Spring, were conducted by pro-democracy Syrians in the hope of decreasing unemployment and corruption and of gaining political freedom. But they were quickly turned into brutality, resulting in the greatest movement of migrants after World War II.Fatma Nur has surveyed through three different lenses the impacts of the Syrian refugee crisis on Turkey, answering questions on how the Turkish government has responded to this crisis, to what extent the Syrian refugees have been affected by the social response when trying to integrate in Turkey, along with how and why the social response of Turkish nationals towards them has changed over time.Since this is not a problem to be solved only by Turkey, the author would like to invite all international governmental and non-governmental actors to take concrete and effective measures to bring this humanitarian disaster to an end as soon as possible.

In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Five years into the ongoing and tragic conflict, the paper analyzes how Syria’s economy and its people have been affected and outlines the challenges in rebuilding the economy. With extreme limitations on information, the findings of the paper are subject to an extraordinary degree of uncertainty. The key messages are: (1) that the devastating civil war has set the country back decades in terms of economic, social and human development. Syria’s GDP today is less than half of what it was before the war started and it could take two decades or more for Syria to return to its pre-conflict GDP levels; and that (2) while reconstructing damaged physical infrastructure will be a monumental task, rebuilding Syria’s human and social capital will be an even greater and lasting challenge.

Refugees have rarely been studied by economists. Despite some pioneering research on the economic lives of refugees, there remains a lack of theory and empirical data through which to understand, and build upon, refugees' own engagement with markets. Yet, understanding these economic systems may hold the key to rethinking our entire approach to refugee assistance. If we can improve our knowledge of the resource allocation systems that shape refugees' lives and opportunities, then we may be able to understand the mechanisms through which these market-based systems can be made to work better and turn humanitarian challenges into sustainable opportunities. This book adopts an inter-disciplinary approach, based on original qualitative and quantitative data on the economic life of refugees, in order to begin to build theory on the economic lives of refugees. It focuses on the case of Uganda because it represents a relatively positive case. Unlike other governments in the region, it has taken the positive step to allow refugees the right to work and a significant degree of freedom of movement through it so-called 'Self-Reliance Strategy'. This allows a unique opportunity to explore what is possible when refugees have basic economic freedoms. The book shows that refugees have complex and varied economic lives, often being highly entrepreneurial and connected to the global economy. This open access book asks whether cash-transfer programs for very low-income households promote social and economic citizenship and, if so, under what conditions. To this end, it brings together elements that are too often considered separately: the transformation of social and economic citizenship rights in a market-centered context, and the increasing popularity of cash transfer as an instrument both of social policy and humanitarian action. We link these by juxtaposing theoretical treatment of citizenship and inclusion with concrete policy case studies set in contemporary Turkey. Cases are taken both from domestic social policy and international relief efforts aimed at Syrian refugees. Theoretical discussion and case studies lead to the conclusion that cash transfer programs can promote economic and social inclusion – if deployed at an appropriate scale; if sufficient financial, technical, and social resources are available; and if program design and implementation promotes market inclusion of beneficiaries both as consumers and workers.
