Britain joined the EC in 1973, over twenty years after the first of the European Communities was formed. In An Awkward Partner Stephen George surveys the policies that earned Britain this reputation, recording the role successive British governments have played in the European Community. Inhaltsangabe:Abstract: The Awkward Partner (AP) Thesis is a widespread theoretical framework which explains why Britain has been called a semi-detached member of the European Union. This paper aims to take on the AP thesis by calling into question its basic tenets. To do this, the thesis claims and initially detectable flaws have to be set out explicitly. But the main challenge shall be launched by examining the Single European Act (SEA) in detail. Resulting contradictions and the implications of the findings require further answers: Should the AP thesis be abandoned? If not, how can it be revised? The argument advanced here is that the AP thesis presupposes a negative behaviour by UK governments vis-à-vis their European counterparts. This is explained by endogenous constraints that are imposed upon the core executive. These constraints are mainly caused by the divergence of domestic political forces. Slow and different rates of adaptation to the EU decision-making level are to be emphasised. While central government has already adjusted to the EU level, it attempts to retain its gatekeeper role between domestic and European political spheres. In contrast to the AP thesis, this paper shall show that in the run-up to the SEA Britain was not more negative than other member states. The UK representatives made proposals and concessions, as did everyone else. Despite the contradiction between theory and empirical study, it shall here not be concluded to abolish the AP thesis, but to amend it instead. First, the role of central government should be looked at in greater detail. Secondly, a link to Liberal Intergovernmentalism is proposed as a way forward. Some inconsistencies of the current framework could thereby be resolved. However, this would also mean to drop all negative connotations, if not the name, of the thesis. This book examines the first five years of Polish EU membership. The combination of Poland’s potential power as a major, and possibly controversial, player in both the region and Europe as a whole, and the apparent salience of Euroscepticism in domestic electoral politics at the core of the Polish government and party system presented the possibility that Poland would be a ‘new awkward partner’ in Europe. However, although Poles may have voted for EU-critical parties in large numbers no ‘Eurosceptic backlash’ has emerged. In fact, far from being a ‘new awkward partner’, Poland has tried to portray itself as the ‘new heart of Europe’ and it certainly came to be increasingly perceived as such in Brussels and by its European allies. This book focuses on two linked questions. Firstly, what impact has Poland had upon the EU as a new member state? Secondly, how has becoming an EU member impacted upon public attitudes towards the EU and Polish domestic politics, particularly on its party and electoral politics? Szczerbiak provides the first detailed empirical case study of the impact of Poland’s EU membership on its politics and of Poland's impact on the EU. The book also makes broader theoretical contributions to our understanding of EU relations with its member states. The dominance of member states in the field of social policy has been traditionally depicted as one of the main hurdles facing the development of a European social policy. Resistance by national government to the transfer of influence and control over social policy to the European level has been particularly true for Britain. Opposition to various initiatives, such as the Social Charter and Social Chapter has demonstrated this. It is in this context that this article examines Britain's implementation of the Working Time Directive, this being demonstrative of the distinction between member states and the EU in the social policy arena. This book provides the first lengthy study of awkward states/partners in regional integration. Is awkwardness a characteristic of states in many global regions, or is it reducible to the particular case of the United Kingdom in European integration? The authors assess how far the concept of ‘awkwardness’ can travel, and apply it to the cases of the Nordic States’ involvement in and with the European Union - Denmark, Finland, Sweden, Iceland and Norway.
