This project seeks to document, examine, and critique the ongoing push toward capitalist production in China's media industry. It strives to conceptualize and detail the process of building capitalist production, to look at how it connects with the prevailing political and economic institutions, and to analyze its costs and consequences. Specifically, I will present a critical analysis of China's changing film and television industries, using the theories and conceptual tools of the political economy of communication to frame my argument. This approach demands taking China's particular economic and political contexts into account for media reform in China only makes sense within the contexts of China's social, economic and political transformations. Today, media institutions in China still face ideological control enforced by the CPC (the Communist Party of China), but they have also been redesigned as more capitalistic enterprises. In other words, the CPC continues to play crucial roles in sustaining--or restricting--media development in China, but there is now much more collaboration between the CPC and the market as political and financial interests become more intertwined. In general, this project will focus on two dimensions of the construction of capitalist production in China's media industry. The first aspect of the capitalist reform of the media is commercialization, which ranges from profit-driven business models to conglomeration and the relatively free flow of capital into the television and movie industries. The second aspect of the capitalist reform of the media is change of labor relations and how altered conditions of labor connect to social and economic transformations in China. While capitalist oriented reform may appear inevitable, the CPC is not carrying out the reform at the cost of its authority. The CPC plays a foundational role in building film and television industries. It protects both its values and those of the domestic and transnational businesses building the media sectors. Yet the alliance between the CPC and private businesses does not serve everyone; instead, it helps those on top of the social hierarchy much more than those at the bottom.

Although Chinese documentary has established a solid foundation and formed a relatively stable situation after decades of development, it still occupies a small market share in the Chinese television and online media industry. Also, the overall revenues of the Chinese documentary industry are not yet able to cover the costs of production. This thesis explored and examined the characteristics, distribution methods, and revenue streams that are helpful in increasing the viewership and revenue of Chinese documentaries. A survey focused on Chinese documentary viewers was conducted for this thesis, investigating the audiences' viewing preferences and habits, as well as their related consuming behaviors. Complementary data were collected from published reports of Chinese documentary, related statistical reports, and related database. The results showed that the characteristics of a documentary that primarily attract Chinese viewers are the combination of traditional culture and humanistic spirit present in the work, the capability to provoke meditation on reality and human nature, and well-scripted and compatible narration. With the increasing number of Chinese Internet users and the change of audiences' viewing habits from TV to digital media, digital distribution has played an increasingly important role in the distribution of Chinese documentary and the increase of its viewership. Developing documentary derivatives, on the other hand, is a practical strategy to extend the lifeline of Chinese documentary and bring more long-term revenue to the industry.

However, a quick review of regulations and market realities showed that there are virtually no foreign channels in the country and probably won t be for a while; therefore the focus of this report is foreign television content entering China and, to a slightly lesser degree, Chinese content in global markets. The first part of this report is a short introduction that includes the history of political influence and a review of existing regulations. After this overview, the industry and major players are introduced and analyzed - supplemented with various facts and statistics. Here, the issue of cultural imperialism, or Western media influence is elaborated on. Then, the paper discusses the opportunities for international firms in the Chinese media market and the tension between Government control and market liberalisation. A compelling answer to the question of who will dominate the domestic market in 10 years is developed. Finally, the impact of Chinese content on international markets will be assessed within the same timeframe. This is particularly interesting as media is not a traditional manufacturing industry and poses different challenges i.e. creative skills. This report relies on data and insights from around 45 academic books and journal articles, 5 dissertations, 60 news and popular press sources, 10 analyst reports, and 15 online resources. English-language materials are widely available, even about Chinese companies and regulatory bodies; the majority of industry data is less than 5 years old. Class materials from the Global Strategy course and theoretical frameworks such as AAA, ADDING, Five Forces and the National Diamond are applied. Additionally, 12 personal interviews with high-level media executives were conducted, mostly at Europe s largest industry event in Cannes, France in April 2010.
