The U.S. Army Before Vietnam, 1953-1965, by Donald A. Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets. Recognizing that the story of Negro participation in military service during World War II was of national interest as well as of great value for future military planning, the Assistant Secretary of War in February 1944 recommended preparation of a book on this subject. The opportunity to undertake it came two years later with the assignment to the Army's Historical Division of the author, then a captain and a man highly qualified by training and experience to write such a work. After careful examination of the sources and reflection Captain Lee concluded that it would be impracticable to write a comprehensive and balanced history about Negro soldiers in a single volume. His plan, formally approved in August 1946, was to focus his own work on the development of Army policies in the use of Negroes in military service and on the problems associated with the execution of these policies at home and abroad, leaving to the authors of other volumes in the Army's World War II series, then taking shape, the responsibility for covering activities of Negroes in particular topical areas. This definition of the author's objective is needed in order to understand why he has described his work "in no sense a history of Negro troops in World War II." Writing some years ago, he explained: "The purpose of the present volume is to bring together the significant experience of the Army in dealing with an important national question: the full use of the human resources represented by that 10 percent of national population that is Negro. It does not attempt to follow, in narrative form, the participation of Negro troops in the many branches, commands, and units of the Army. . . . A fully descriptive title for the present volume, in the nineteenth century manner, would read: 'The U.S. Army and Its Use of Negro Troops in World War II: Problems in the Development and Application of Policy with Some Attention to the Results, Public and Military.'" Thus, in accordance with his objective, the author gives considerably more attention to the employment of Negroes as combat soldiers than to their use as service troops overseas. Even though a large majority of the Negroes sent overseas saw duty in service rather than in combat units, their employment in service forces did not present the same number or degree of problems.

This book examines security cooperation between Western states. Security cooperation occurs between Western (i.e. European and North American) states as a coping mechanism, as an imperfect substitute for integration. The book investigates the reasons for cooperation, what Aristotle called the ‘final cause’, as well as the material, formal, and efficient causes of cooperation. Such a causal explanation is based on a Critical Realist philosophy of social science. The book is also based on an embedded multiple-case study; the states studied are the United States, France, and Luxembourg. Within each state, the embedded subcases are three types of state security organizations: the armed forces, law enforcement, and intelligence agencies, which have rarely been compared in this way. Comparing different types of states and different types of state security organizations has allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorized. The empirical evidence studied includes participant observations at the North Atlantic Treaty Organization and documents such as state policy documents, annual reports by organizations, reports by parliaments and non-governmental organizations, autobiographies, books by investigative journalists, and articles by newspapers and magazines. The book is also based on a score of elite interviews with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officials, and military commanders. This book will be of much interest to students of security studies, intelligence studies, military studies and International Relations in general.
