This thesis analyzes the British Mandate in Palestine 1920-1948. It examines the significance the British placed on their continued involvement in the Middle East following World War I, and the inherent contradictions that were a result of three separate agreements, each initiated to distribute lands previously ruled by the Ottomans. The British inability to reconcile the promises they made to both the Zionists and the Arabs, combined with their Mandate administration policies, %aped the Jewish/Arab conflict that has continued until the present day. The influence of the Zionist lobby on British leadership resulted in policies that favorably biased the Jewish population in Palestine. Additionally, Arabs disadvantaged themselves by refusing to participate politically with Jews, while Jewish leaders embraced opportunities to establish political institutions. Arab standing was further disadvantaged by British reaction to political violence displayed in response to British policies. The Jewish leadership capitalized on every opportunity to consolidate power, while the Arabs missed opportunities by remaining politically fragmented and unwilling to compromise.

First published in 1950, Palestine Under the Mandate is an account of the role of Britain in Palestine during the British mandate period from 1920 to 1948. The author served as the chief immigration officer in British Mandate of Palestine from 1921 to 1934 and considers this book an attempt to dissipate the fog of propaganda in which the whole subject is shrouded. He delineates the difference between the terms Jew, Jewish and Zionist before situating the central question of his argument: What would have been the position of the Jewish National Home today if its germ had not been carefully nursed and protected for a quarter of the century after the acceptance of the Mandate? Since the author was a government employee, it is no surprise that his loyalty lies with the British government; however, this book is still an important record of the arguments employed to both build and destroy Palestine and will be worth reading for students of history, politics, international relations, global studies, and geography.

This is a study of the historical works produced by the Arabs of Palestine during the period of British Mandatory rule. First I trace the perception of late Ottoman rule in Palestine, suggesting that, at first, the vicious war years left a profoundly bitter impression of Ottoman rule for most writers. In the 1920s, the Ottomans were, for the most part, deemed tyrannical and backward usurpers who failed to bring civilization to the Arabs. As the war years faded in the mid-late 1930s and 1940s, we find a much more positive portrayal of late Ottoman rule over Palestine. Second, I trace attitudes towards British rule. It may be surprising, for many scholars bent on demonizing the colonial powers, that the British were, at first, embraced with white flags and flying colors. For many Arabs in Palestine, they continued to be considered liberators rather than colonizers for the first few years after their arrival in Palestine--notwithstanding their support for Zionism and their broader colonial ambitions in the Near East. By the mid-late 1920s and 1930s, to be sure, this attitude had all but vanished and a strong anti-British feeling came to dominate Arab historiography in Palestine until the very end of the Mandate. Third, I trace loyalties and identities during the Mandate period. I argue that, in the 1920s, local loyalties to cities and towns were the most significant identity markers, followed by Arab and religious loyalties, both of which were also very important. In the 1920s, a territorial identification with Bilad al-Sham or Suriyya rivaled if not trumped a territorial identification with Filastin. Even in the 1920s, though, it would be a mistake to consider either of these broader territorial identifications loyalties insofar as they did not trigger a sense of self-sacrifice nor did they carry with them much emotive power. Not until the late 1920s and early 1930s did Palestine triumph over broader territorial identifications such as Syria and not until the mid-late 1930s and 1940s did this territorial identification with Palestine emerge as a key source of loyalty for many of the region's inhabitants. All the while, the historical works suggest the growing importance of an Arab identity and the declining importance of religious loyalties.

This book recreates British rule in Palestine from the winter of 1917 to the spring of 1948. Between these dates, the Jewish minority turned political weakness into strength, and the Palestine Arabs headed for disaster. How this happened under British administration is the subject of this richly documented account, based on public and private papers, memoirs, and interviews--many never previously published. After the First World War the British in Palestine were handed an ambiguous brief: to encourage the formation of a "national home" for the Jews and to protect the "civil and religious rights" of the local Arabs. Colonial officials tried vainly to create a pluralist, "composite state" from communities divided by politics, religion, language, culture--even economic and social structure. They attempted to legislate for the benefit of Arabs and Jews alike, but saw many of their laws on immigration and land evaded by both, often in collusion. Trying at first to settle political conflict by persuasion and conciliation, in the end they turned disastrously to force. This study is the first to reconstruct in detail the workings of the troubled Mandate administration, and the influence of its chief personalities. At the end, with the land records preserved and military equipment consigned to the sea, a leading official complained bitterly that all constructive efforts in Palestine had been like "ploughing sand."
