The purpose of this mixed-methods study was to investigate the ways that Individual Education Program (IEP) teams function when developing a course of study decision for students with disabilities in high schools in 19 school districts from four intermediate school districts in Michigan. Topics included teacher professional development for reaching consensus in IEP meetings and personal curriculum (PC) plans for diploma acquisition by students with disabilities. Special education teachers who work with students with disabilities at the secondary level shared survey information, perceptions, and opinions about their experiences in IEP meetings. Special education directors, with oversight for special education programs, services, and staffing at the school district level, were interviewed regarding perceptions and practices in the preparation for and delivery of special education services. Data gathered led to findings about types of training provided to special education teachers by school districts to aid them in facilitating IEP meetings collaboratively to achieve consensus; whether IEP teams (IEPT) use any tools, models, or guidelines to help the team reach an informed course of study decision; and ways that teachers and families are informed of legislative mandates, such as personal curriculum (PC) options. Data gathered in this study determined that the majority of participating school districts sampled did not adequately prepare special educators with knowledge and skills required to hold effective IEPT meetings, especially regarding training for collaboration and consensus and information pertaining to PC options leading to decisions about the course of study for students with disabilities. Further, facilitators of IEPT meetings were not given a tool or model from the federal, state, or local education agency.

"Students with disabilities (SWD) are participating in supplemental online programs (SOP) and through the provisions of special education must receive specialized instruction to meet their academic potential. These students have a group of individuals, including educators, specialists, school leaders, and their own parents, collaborating to implement learning accommodations for them to support their academic success. This group is known as the Individualized Education Program Team (IEP Team). Without accommodations to the learning environment and to their learning activities, the academic achievement of SWD may be adversely impacted. The IEP Team must collaborate to create an effective Individualized Education Program (IEP) that is specially designed for their target student in the student’s current educational placement. Special Education Directors (SED) are central to the functioning of IEP Teams as they support SWD in SOP. This relationship, and the resulting provision of special education services, has not been thoroughly researched. The purposes of this mixed methods study were to identify the needs of SWD in SOP, to identify the processes used by IEP Teams to support SWD in SOP, and to determine how those processes meet the needs and support SWD in SOP. The first phase of research was a quantitative online survey of SED followed by a second phase of qualitative semi-structured interviews of selected participants which more fully elucidated current student needs and IEP Team processes that address those needs and support these students. Findings include a confidence in the established IEP Team process and in special education staff, concerns over the ability of special education staff to support or accommodate SWD in online courses, the perception that the needs of SWD in online educations settings are different than those in face-to-face settings, the perception that the SED give significant guidance to IEP Teams while allowing them independent function, and the use of the Covid-19 related increase in online learning to identify ways to better serve SWD online. The Individuals with Disabilities Education Improvement Act (IDEIA) (2004) mandates the establishment of an educational team that convenes once a year if not more to review and adjust each exceptional studentʹs Individualized Education Program (IEP). There are a variety of social and political characteristics of the team that impact the decisions that are made on behalf of individual students. IEP teams are charged with operating as equal decision-making members. This study explored the nature of collaboration among IEP team members and took a closer look at how IEP team members perceived both their own contribution and the contribution of other members. It also examined how IEP team membersʹ beliefs, experiences, and characteristics contributed to their role on the IEP team. The findings in this study indicated that there is a need to develop clearer definitions of IEP team member roles, and opportunities for professional development are needed to develop educated and prepared team members who work collaboratively to develop IEPs that meet the needs of students with special needs.
