La seguridad social en México es un mandato constitucional modelado siguiendo el sistema alemán de Bismarck. Desde su nacimiento, fue un sistema fragmentado, ligado a la participación en el mercado laboral (formal) de los individuos. Con el tiempo, se hicieron evidentes sus limitaciones innatas: insuficiente protección social ante la existencia de mercados de trabajo duales, inviabilidad financiera y exclusión sistemática de ciertos grupos, tales como la población rural y en pobreza. Solamente alrededor de una cuarta parte de los adultos mayores recibe actualmente los beneficios del sistema de seguridad social a través de una pensión o jubilación. En el quintil poblacional (20 por ciento) más rico la cobertura es del 50 por ciento, mientras que en el más pobre ni siquiera alcanza el 3 por ciento. La seguridad social en México está fragmentada en sistemas (horizontalmente) desiguales. Coexisten sistemas especiales para trabajadores privados, empleados federales, estatales y paraestatales, además de regímenes especiales para las universidades públicas, la banca de desarrollo y los municipios (Azuara, 2005). Las reformas de los últimos quince años se enfocaron a mejorar la viabilidad financiera de los sistemas de jubilaciones1, pero no incluyeron las medidas necesarias para ampliar la cobertura a la población pobre, ni para la integración de los múltiples regímenes en un sistema único, equitativo y viable.

Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented.
