Uno de los grandes retos con los que se enfrenta la política comercial de los países en desarrollo es el de la diversificación exportadora. La dependencia por una canasta de bienes relativamente concentrada, con precios altamente fluctuantes y, la mayoría de las veces, con poco valor agregado, coloca este debate en el escenario de manera recurrente. En la estructura actual del comercio internacional de bienes, los industriales constituyen la parte más amplía y de crecimiento más acelerado y sostenido, siendo, en consecuencia, plausible la hipótesis de que una articulación a esta corriente de productos industriales posibilita una mayor contribución del sector externo al desarrollo de los países. Colombia no ha estado ajena al debate anterior y desde finales de la década de los sesenta ha existido un interés explícito por diversificar la oferta exportable. En ese momento se trató de complementar la estrategia sustitutiva de importaciones con una política de promoción de exportaciones y de ampliación de los mercados a través de los acuerdos regionales de comercio. En este sentido, y a pesar del progresivo decaimiento en las décadas posteriores, el sector industrial jugó un papel clave en el crecimiento económico del país. A partir de la década de los noventa y de la mano del proceso de apertura, políticas activas de apoyo al sector industrial se desmantelaron y predominó la formulación de políticas horizontales orientadas bajo el principio de la competitividad.

En 2019 el desempeño del comercio mundial de bienes sería el peor desde la crisis financiera. Complex systems analysis has become a fascinating topic in modern research on non-linear dynamics, not only in the physical sciences but also in the life sciences and the social sciences. After the era of bifurcation theory, chaos theory, syn- getics, resilience analysis, network dynamics and evolutionary thinking, currently we observe an increasing interest in critical transitions of dynamic real-world systems in many disciplines, such as demography, biology, psychology, economics, earth sciences, geology, seismology, medical sciences, and so on. The relevance of this approach is clearly re?ected in such phenomena as traf?c congestion, ?nancial crisis, ethnic con?icts, eco-system breakdown, health failures, etc. This has prompted a world-wide interest in complex systems. Geographical space is one of the playgrounds for complex dynamics, as is witnessed by population movements, transport ?ows, retail developments, urban expansion, lowland ?ooding and so forth. All such dynamic phenomena have one feature in common: the low predictability of uncertain interrelated events occurring at different interconnected spatio-temporal scale levels and often originating from different disciplinary backgrounds. The study of the associated non-linear (fast and slow) dynamic transition paths calls for a joint research effort of scientists from different disciplines in order to understand the nature, the roots and the con- quences of unexpected or unpredictable changes in complex spatial systems.

Which jobs can replace lost manufacturing jobs in advanced economies? Some of the answers to these questions are rooted in the phenomenon of logistics clusters—geographically concentrated sets of logistics-related business activities.
