In City/Art, anthropologists, literary and cultural critics, a philosopher, and an architect explore how creative practices continually reconstruct the urban scene in Latin America. The contributors, all Latin Americanists, describe how creativity—broadly conceived to encompass urban design, museums, graffiti, film, music, literature, architecture, performance art, and more—combines with nationalist rhetoric and historical discourse to define Latin American cities. Taken together, the essays model different ways of approaching Latin America’s urban centers not only as places that inspire and house creative practices but also as ongoing collective creative endeavors themselves. The essays range from an examination of how differences of scale and point of view affect people’s experience of everyday life in Mexico City to a reflection on the transformation of a prison into a shopping mall in Uruguay, and from an analysis of Buenos Aires’s preoccupation with its own status and cultural identity to a consideration of what Miami means to Cubans in the United States. Contributors delve into the aspirations embodied in the modernist urbanism of Brasília and the work of Lotty Rosenfeld, a Santiago performance artist who addresses the intersections of art, urban landscapes, and daily life. One author assesses the political possibilities of public art through an analysis of subway-station mosaics and Julio Cortázar’s short story “Graffiti,” while others look at the representation of Buenos Aires as a “Jewish elsewhere” in twentieth-century fiction and at two different responses to urban crisis in Rio de Janeiro. The collection closes with an essay by a member of the São Paulo urban intervention group Arte/Cidade, which invades office buildings, de-industrialized sites, and other vacant areas to install collectively produced works of art. Este libro, fruto de varias investigaciones de la Universidad Externado de Colombia y la Red unitwin, tiene dos ejes fundamentales de trabajo: de una parte, los derechos humanos y la violencia, gobierno y gobernanza, y de otra, las políticas públicas y la infancia. Este libro fue concebido a partir de un ciclo de conferencias realizado en la Universidad Externado de Colombia en el que participaron profesores de diferentes áreas del conocimiento. El propósito principal de este trabajo es resolver la cuestión que se plantea en el título del mismo, abordando diferentes perspectivas, desde la teoría de las relaciones internacionales hasta la economía, pasando por temas transversales como las migraciones o la sociedad civil. De esta manera se pretende continuar con la serie Lecciones sobre Europa que comenzó con el libro que se editó para los estudiantes de la Cátedra Europa de la Facultad de Finanzas, Gobierno y Relaciones Internacionales. Sin embargo, en esta segunda parte solo se toma en cuenta la situación coyuntural de la Unión Europea para dilucidar si en más de veinte años de creada, esta ha logrado consolidarse como un actor global significativo en la sociedad internacional. Los ensayos propuestos no tienen un orden específico estipulado por algún criterio concreto más que el de la lógica, en cuanto a cómo abordar el tema, en la que los autores se pusieron de acuerdo. Por otra parte, cada uno de los artículos ha pasado por el debate interno entre los colegas que han colaborado en la elaboración del libro, haciendo cada uno las correcciones propuestas en tales discusiones. Por tanto, la riqueza del libro se encuentra en la múltiple perspectiva para abordar el tema de la consolidación de la Unión Europea como actor global que pretende que el lector juzgue y valore, por sí mismo, si dicha organización ha logrado el objetivo aquí propuesto.

In the past, foreign shocks arrived to national economies mainly through trade channels, and transmissions of such shocks took time to come into effect. However, after capital globalization, shocks spread to markets almost immediately. Despite the increasing macroeconomic dangers that the situation generated at emerging markets in the South, nobody at the North was ready to acknowledge the pro-cyclicality of the financial system and the inner weakness of “decontrolled” financial innovations because they were enjoying from the “great moderation.” Monetary policy was primarily centered on price stability objectives, without considering the mounting credit and asset price booms being generated by market liquidity and the problems generated by this glut. Mainstream economists, in turn, were not majorly attracted in integrating financial factors in their models. External pressures on emerging market economies (EMEs) were not eliminated after 2008, but even increased as international capital flows augmented in relevance thereafter. Initially economic authorities accurately responded to the challenge, but unconventional monetary policies in the US began to create important spillovers in EMEs. Furthermore, in contrast to a previous surge in liquidity, funds were now transmitted to EMEs throughout the bond market. The perspective of an increase in US interest rates by the FED is generating a reversal of expectations and a sudden flight to quality. Emerging countries’ currencies began to experience higher volatility levels, and depreciation movements against a newly strong US dollar are also increasingly observed. Consequently, there are increasing doubts that the “unexpected” favorable outcome observed in most EMEs at the aftermath of the Global Financial Crisis (GFC) would remain.
