O que o governo, tema da vida coletiva, tem a ver com a psicologia, ciência da vida privada? Se seguíssemos a filosofia política tradicional, a partir de uma tentativa de justificar ou legitimar os dispositivos de soberania do Estado, não encontraríamos qualquer conexão. A perspectiva muda quando tomamos o conceito de governo como "genealogia do Estado moderno", projeto empreendido por Michel Foucault, no final dos anos 1970. Esse projeto foi retomado por inúmeros outros autores, como Michel Senellart, Graham Burchel, Colin Gordon, Peter Miller e Nikolas Rose. Para evitar a confusão com outros possíveis conceitos de governo, Foucault usa o termo "governamentalidade", enquanto "maneira de condução da conduta dos homens" No início dos anos 2000, este interesse é retomado em contexto ibero-americano, igualmente no estudo de composição de formas liberais como as autocráticas (especialmente no caso chileno) e no estudo dos dispositivos psi. Um exemplo do vigor desta reflexão foram os Colóquios Latino-Americanos de Biopolítica e os Encontros sobre Governamentalidade. Nesse período, foi montada no Instituto de Psicologia da UFRJ uma linha de trabalhos eminentemente históricos que buscava analisar uma série de dispositivos psi por meio das suas técnicas de governo. Desta linha de trabalho saíram os artigos presentes na primeira parte desta coletânea. Na segunda parte, buscamos contemplar algo da diversidade dos encontros que pudemos produzir com o tema, reunindo trabalhos de pesquisadores europeus e latino-americanos. Os textos desses pesquisadores são distribuídos em cinco eixos: 1) Dispositivos de educação; 2) Dispositivos de loucura e saúde mental; 3) Dispositivos terapêuticos e produção de conhecimento; 4) Políticas públicas e modos de governamentalidade; 5) Práticas de pesquisa. Este livro tem o objetivo de reunir e organizar as várias contribuições feitas ao longo de doze anos (2008 a 2020). A sua finalidade é estimular o uso da ferramenta conceitual governamentalidade, apta a esclarecer práticas psicológicas variadas – comunitárias, behavioristas ou humanistas-existenciais, dispositivos reformistas ou educacionais, ou ainda a antropologia filosófica etológica.
