Usaha Kecil dan Menengah (UKM) memiliki peran yang signifikan dan strategis bagi perekonomian Indonesia. Serupa dengan air bag pada kendaraan roda 4, keberadaan sektor ini mampu menjaga keselamatan negara di tengah hantaman krisis ekonomi. Pada saat itu keberadaan UKM terbukti mampu bertahan dari krisis bahkan berperan menjadi motor penggerak perekonomian paska terjadinya krisis ekonomi (Hadiyati, 2010; Kristiyanti, 2012; Sudaryanto et al., 2014). Peran tersebut terkait dengan potensinya yang besar dalam serapan tenaga kerja, dan Pendapatan Domestik Bruto (PDB) nasional (Munizu, 2013). Kementerian Koperasi dan UKM (2018) menyebutkan bahwa jumlah Usaha Mikro sejumlah 63,5 juta unit, Usaha Kecil sejumlah 783.132 unit, dan Usaha Menengah 60.702 unit. Jumlah serapan tenaga kerja UKM di level nasional mencapai 97% (Kementerian Koperasi dan UKM, 2017). Selanjutnya, kontribusi UKM terhadap PDB nasional mencapai 60% (BPS, 2016). UKM nasional, dalam perkembangannya menghadapi beberapa permasalahan dan sekaligus tantangan. Permasalahan yang dihadapi oleh UKM di Indonesia meliputi: 1. Aksesibilitas (modal, informasi- teknologi, pasar, dan faktor produksi lainnya), 2.Kualitas SDM rendah, 3. Produktivitas rendah, dan 4. Daya saing rendah (Bismala, 2007; Hartono & Hartomo, 2014). Liberalisasi ekonomi dan keterbukaan teknologi informasi merupakan ekosistem baru yang harus disikapi dengan baik oleh UKM. Kondisi tersebut memunculkan beragam tantangan yang harus dihadapi oleh UKM, seperti halnya ketatnya persaingan pasar domestik akibat serbuan dari produk luar negeri, rendahnya perlindungan pemerintah terhadap UKM, persaingan di pasar input produksi, dan daya saing produk UKM (Hartono & Hartomo, 2014). Dengan demikian perlu adanya kegiatan untuk menguatkan faktor-faktor yang pendukung UKM agar mampu bersaing dan berhasil melalui permasalahan maupun tantangan tersebut. Faktor-faktor tersebut di antaranya adalah SDM pengelola, permodalan, teknologi dan peralatan, kemampuan manajerial & pemasaran, kontinuitas bahan baku, dan teknologi informasi (Bismala, 2007). Problem besar lainnya yang menghantam perkembangan dan stabilitas UKM adalah Pandemi Covid-19. Laporan dari Organization for Economic Cooperation and Development (OECD) menekankan bahwa pandemi ini menghadirkan hantaman besar bagi perekonomian global yang ditandai dengan terhentinya kegiatan produksi di banyak negara, merosotnya tingkat konsumsi masyarakat, berkurangnya kepercayaan konsumen secara drastis dan runtuhnya bursa saham. Tanda-tanda tersebut mengarah pada satu kata, yaitu ketidak pastian. Bagi pelaku usaha, ketidak pastian ini adalah masalah besar yang menghambat laju pertumbuhan dan perkembangan. Selanjutnya bagi Indonesia, konsekuensi yang harus dihadapi adalah ancaman krisis perekonomian nasional. Berbeda dengan krisis ekonomi besar yang pernah mengancam Indonesia sebelumnya. Ancaman tersebut saat ini dapat dikatakan berdampak besar bagi eksistensi UMKM Indonesia. Penurunan jumlah konsumsi yang berdampak pada pengurangan target produksi berimbas pada pengurangan jumlah tenaga kerja. Satu mata rantai setan yang sulit untuk diputus, melihat dan menimbang kondisi yang terjadi saat ini dan kemungkinan memburuknya kondisi pandemi di masa mendatang.
