A polar cap absorption (PCA) event, beginning on 19 October 1989, is examined using the Imaging Riometer for Ionospheric Studies (IRIS) developed at the Univ. of Maryland. IRIS is a 49-beam (7 x 7) phased-array 38.2 MHz radiowave imaging system and operating at Amundsen-Scott South Pole Station, Antarctica. After applying a low-pass (>10 minute) filter, we perform a cross-correlation between the central beam and the other beams in the array. From the cross-correlation analysis, we attempt to determine whether there is any delay of effects during event onset and early main phase (plateau) within the array. For most of the period studied, no delay was detected; i.e. features of each beam's absorption time series were essentially simultaneous. However, significant delays (approx. 2 minutes) occurred at the equatorward edge during a local absorption peak occurring just prior to magnetic local noon. The peak is coincident with short-term energetic particle flux enhancements detected by GOES-7. Two possible mechanisms are proposed: a local time variation of cutoff rigidities possibly associated with the relative position of the dayside cusp, and a short-term change in energetic particle rigidity spectrum.

These proceedings are based on the invited talks and selected research reports presented at the NATO Advanced Study Institute (ASI) on "POLAR CAP BOUNDARY PHENOMENA" held at Longyearbyen, Svalbard, June 4 - 13, 1997. The role of the polar cap and its boundary is very substantial in solar-terrestrial physics. At this NATO AS! a major change in thinking on the "cusp" precipitation region in the high-latitude days ide upper atmosphere was reflected, at least for intervals when the interplanetary magnetic field (IMF) is directed southward. It is likely that this has implications for northward IMF as well. The change comes from the now almost complete acceptance of the concept of magnetosheath particle entry along open magnetic field lines and the evolution of the precipitation into the upper atmosphere with time elapsed since magnetic reconnection which opened the field line. A key prediction of this view is that the low-latitude boundary layer (LLBL) is on open field lines.

One aspect of the Aerospace Environmental Support Center (AESC) support involves the effect of solar proton events upon transpolar high frequency (HF) radio propagation. This study addresses the problem of predicting the occurrence of Polar Cap Absorption (PCA) events resulting from solar proton enhancements near earth. Various aspects of the energetic solar flare event are reviewed and an attempt is made to assess their relative importance in arriving at a PCA forecast. Data pertinent to the flare event are considered in five general classes: radio burst data, X-ray burst data, optical data, solar region history, and the sector structure of the interplanetary magnetic field. An evaluation checklist is developed for use by the AESC forecaster. The checklist reflects the varying degrees of contributions of information in the five categories toward determining the 'Total PCA Factor.' (Author).
