A computer model was used to make a detailed analysis of the clutter spectra received by real aperture Space-Based Radars orbiting over different types of terrain. The influence of terrain on L-band SBR detection performance has also been studied. It was found that the clutter spectra tend to become narrower as the grazing ange of the antenna increases but that they broaden as the antenna points progressively more away from the direction of motion of the satellite. The interference caused by the clutter background is progressively higher for ice covered ground but smaller for a snow-covered terrain and the smallest for an ocean background. The minimum detectable velocities of the SBR were found to vary by a factor of up to three according to the terrain type. (Canada).

The performance of ground-based surveillance radars is affected by the spectral characteristics and the temporal statistics of ground clutter. Traditionally, ground clutter problems are treated by employing filtering techniques such as delay-line cancellers. These techniques result in a degraded detection performance of low-velocity targets. With the worsening congestion in air traffic, there is an increased demand for improved performance of low-velocity target detection. To improve the detection performance of ground-based surveillance radars for low-velocity targets, signal processing algorithms which exploit ground-clutter characteristics must be developed. This requires a thorough understanding of ground-clutter behaviour. In this paper, we report the results of the spectral and statistical analyses of low-angle ground clutter, using data of the MIT Lincoln Laboratory Phase I program and S-band coherent ground-clutter data collected by the Radar Division of the Defence research Establishment Ottawa. The results of the spectral analysis show that ground clutter, as observed by a coherent radar with a stationary antenna, comprises three components: (a) a coherent component, (b) a slow-diffuse component and (c) a fast-diffuse component. These components can be described by relatively simple models. The model parameters are functions of radar frequency, waveform resolution, land cover and wind speed.

A model for radar clutter as encountered from a space-based platform is developed. Included in the model are land, sea and airborne clutter with emphasis on land clutter. Parametric fits to existing reflectivity data are performed for seven generic terrain types: desert, forest, mountain, rural, urban, snow and ice and sea. The fits are parametric in frequency and grazing angle and, in the case of sea clutter, polarization. In addition to the mean values of clutter reflectivity, the variation about the mean is emphasized. The underlying causes of clutter variability nonhomogeneous terrain type, terrain undulation, etc., are discussed. Quantitative estimates of their effects are presented. A theory of probability density function of clutter based on the resolution cell size, correlation lengths, and underlying statistics of individual scatterers, is presented. Examples are worked out for five terrain types and a large resolution cell. The results are threshold settings required for given false alarm probabilities. Clutter spectra are discussed briefly. Finally, requirements and computer simulations are examined with particular attention to the advantages and disadvantages of three candidate measurement programs.
