La pubblicazione degli atti del convegno tenutosi presso il Dipartimento di Scienze Politiche dell’Università di Bari nell’ottobre del 2018, sul centenario della Vittoria italiana nel Primo Conflitto Mondiale, è l’occasione propizia per dare inizio ad una collana dal nome: “Sicurezza, Legalità e Sviluppo”, i valori che si è data come manifesto l’Associazione “Apulia” onlus, di Bari. L’argomento della sicurezza è, in re ipsa, del tutto centrale rispetto alla memoria del Grande Guerra. Gli “antichi giorni del mondo” che essa chiuse cedettero il passo alla grande stagione di una speranza, di matrice americana, e non subito effettivamente realizzata, di una sicurezza collettiva presidiata da una società internazionale. Si dovettero attendere decenni per osservare i controversi e parziali frutti di questa grande visione politica. Anche la dimensione della legalità nei rapporti internazionali scrisse una inedita pagina con il processo di Lipsia del 1921 ai criminali di guerra tedeschi, primo dei successivi processi di Norimberga e Tokio. Tutti tentativi, questi, volti ad imporre la sovranità del diritto ai rapporti di forza, una dinamica che conoscerà, fino ad oggi, stagioni di maggiore o minor successo, ma comunque tutte difficili. E tuttavia rimane pur sempre valido, e ricco di significato anche per la nostra contemporaneità, l’orizzonte della prevalenza della forza del diritto rispetto al diritto della forza. Uno scenario che, sempre, si scontra con la dimensione della sovranità, naturalmente incline a negoziare, quando non a confrontarsi, con la logica della giustizia rispetto a quella della potenza. Il tema dello sviluppo si presenta come espansione naturale che non può prescindere dalla stabilità delle due precedenti dimensioni. Tra le due guerre esso fu compromesso dalle crisi politiche ed economiche che perturbarono la società mondiale ed occidentale in particolare. Ma, nel secondo dopoguerra, lo sviluppo divenne impetuoso e, a tratti, formidabile, regalando all’Europa i “trent’anni gloriosi” che contribuirono a consolidarla come grande potenza civile e commerciale, e a renderla il primo tentativo nella Storia di aggregazione di soggetti non schiacciati dal tallone di un vincitore, ma liberi, uguali, perché tutti, sostanzialmente, sconfitti. Il presente volume è di carattere monografico e introduce la collana dal titolo, per l’appunto, “Sicurezza, legalità e sviluppo”, che vorrà avere e conservare carattere scientifico ma allo stesso tempo essere in grado di dialogare con il più ampio pubblico. Si articola in due parti, la prima dedicata agli atti, e la seconda composta di contributi di carattere storico, politico e militare. Quest’opera, gioca ricordarlo, viene pubblicata in occasione di un altro centenario, quello della grande iniziativa collettiva nazionale del “Milite ignoto”. Vogliamo credere che, come le fiamme eterne che vegliano il monumento, esso rappresenti ancora e sempre, monito, memoria e promessa, di orizzonti che assomiglino, il più possibile, a quelli che tutti ci auguriamo. This book presents the results of a two-year international research project conducted for the United Nations Office on Drugs and Crime (UNDOC) to investigate and provide solutions for reducing bribery and corruption in corporations and institutions. It starts with an empirical case study on the effectiveness of a set of self-regulation rules adopted by multinational companies in the energy sector. Second, it explores the context and factors leading to corruption internationally (and the relationships between domestic criminal law and self-regulation). Third, it examines guidelines for the adoption of compliance programs developed by international institutions, to serve as models for the future. The principle result of the book is a three-pronged Anti-Bribery Corruption Model (so called ABC Model), endorsed by the United Nations, intended as a corruption prevention tool intended to be adopted by private corporations. This work provides a common, research-based standard for anti-bribery compliance programs, with international applications. This work will be of interest to researchers studying Criminology and Criminal Justice, particularly in the areas of organized crime and corruption, as well as related areas like Business Ethics and Comparative International Law.

In Between the Seas, Deborah Paci takes a comparative view of islandness in island identities through case studies of islands in the Baltic and Mediterranean Seas. This open access book provides insight on how to interpret capability in ageing – one’s individual ability to perform actions in order to reach goals one has reason to value – from a multidisciplinary approach. With for the first time in history there being more people in the world aged 60 years and over than there are children below the age of 5, the book describes this demographic trends as well as the large global challenges and important societal implications this will have such as a worldwide increase in the number of persons affected with dementia, and in the ratio of retired persons to those still in the labor market. Through contributions from many different research areas, it discussed how capability depends on interactions between the individual (e.g. health, genetics, personality, intellectual capacity), environment (e.g. family, friends, home, work place), and society (e.g. political decisions, ageism, historical period). The final chapter summarizes the differences and similarities in these contributions.
