The annual report of the Intelligence and Security Committee 2006-2007 examines the policy, administration and expenditure of the three intelligence and security agencies, the work of the wider intelligence community, and the ban on the use of intercept as evidence in court. The Committee also conducted a detailed investigation into rendition (its report published as Cm. 7171, ISBN 9780101717120). The serious and sustained threat from international terrorism has, understandably, remained the main focus of the agencies. But the Committee is concerned that aspects of key intelligence and security work - including counter-espionage, serious crime work - are suffering as a consequence of the concentration on counter-terrorism. On the use of intercept, the Committee recognises its crucial importance to the capability of the agencies to protect the UK, its citizens and its interests overseas. Any move to permit the use of intercept evidence in court proceedings must be on a basis that does not jeopardise that capability. The Committee welcomes the Government's announcement that the Committee might be strengthened to maximise the effectiveness of its scrutiny role, and the proposal to publish a National Security Strategy. Finally, the Committee points to the one case where it has been refused access to documents. The Government's response to this report is issued alongside it (Cm. 7300, ISBN 9780101730020).

This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

The focus of this Report is the administration, policy and finance of the three Agencies - the Security Service, the Secret Intelligence Service (SIS) and the Government Communications Headquarters (GCHQ) - and issues concerning the wider intelligence community. The Agencies' resources have increased, and will continue to increase over the next three years, but they still have to make difficult decisions about priorities, often on a daily basis. The stark reality is that they cannot cover all the threats to the level desired. This report examines all the challenges the Agencies face in allocating their resources, how they use those resources, and how to ensure they are providing value for money (particularly in the current economic climate). It also examines common areas of concern such as resilience. The Report also examines the work of the wider intelligence community: it is clear that the Agencies can not work in isolation, and therefore in overseeing them the Committee must also examine the work of others. The Report therefore also comments on the Government's counter-terrorism strategy (CONTEST) and the work of the Office for Security and Counter-Terrorism in the Home Office; the intelligence structure in the Cabinet Office (including the Joint Intelligence Committee and the Assessments Staff); other Agencies within the community, such as the Defence Intelligence Staff, the Joint Terrorism Analysis Centre and the Centre for the Protection of National Infrastructure; and issues which affect the community as a whole such as the use of intercept material as evidence in court, and the SCOPE IT system.

This report into the global security concerns related to Afghanistan and Pakistan recommends that the UK Government should re-focus its wide-ranging objectives in Afghanistan and concentrate its limited resources on one priority: security. The UK has experienced mission creep, from its initial goal of countering international terrorism, into the realms of counter-insurgency, counter-narcotics, protection of human rights and state building. The Committee recommends that the lead international role on counter-narcotics should be transferred away from the UK. The Committee recognises that the security situation in Afghanistan will remain precarious for some time to come, but there can be no question of the international community abandoning Afghanistan. The issue at stake must be how best the UK and its allies can allocate responsibilities and share burdens so as to ensure that the country does not once again fall into the hands of those who seek to threaten the security of the UK and the West. The Committee says that a negotiated, Afghan-led political settlement with broad popular support represents the only realistic option for long-term security and stability in Afghanistan. There can be no serious prospect of meaningful discussions until Coalition Forces and the Afghan national security forces gain, and retain, the upper hand on security across the country, including in Helmand, and are then able to negotiate from a position of strength. The international effort by the UN, EU and individual countries in Afghanistan since 2001 has delivered much less than it promised and its impact has been significantly diluted by the absence of a unified vision and strategy, grounded in the realities of Afghanistan's history, culture and politics.
