The General Assembly determined that a higher education system that failed to allow the transfer of seemingly identical or similar courses increased the time to degree and cost to the student and the state. It was also the perception of the General Assembly that public higher education was not taking adequate steps to remedy the problem. Therefore, the legislature passed Public Chapter 795, Acts of 2000. Public Chapter 795 requires the Tennessee Higher Education Commission to work with the University of Tennessee and Tennessee Board of Regents to: (1) Create and have in place by the 2001 fall semester, a university track program within UT and TBR consisting of sixty (60) semester hours of instruction within each major discipline that can be transferred and applied toward the requirements for a bachelor's degree, thus allowing a student who has successfully completed the track to enter the receiving institution as a junior; (2) Create an atmosphere that is conducive to transferability of credits among Tennessee's public colleges and universities; and (3) Report to the Joint Education Oversight Committee and the chairs of the House and Senate Finance, Ways and Means Committees on the progress made toward full articulation on October 1 of each year. Improving articulation, ensuring seamless transfer, and increasing the persistence to graduation of transfer students is an on-going process for the Commission, the University of Tennessee, and the Tennessee Board of Regents systems. While this coalition has made significant progress in achieving the aims of Public Chapter 795, it continues to refine major articulation measures and implement additional strategies for improving the transfer process. In previous years, the Commission has reported on progress made by the coalition of the Tennessee Higher Education Commission, the Tennessee Board of Regents, and the University of Tennessee system that addresses articulation agreements among the public institutions. With articulation agreements now in place and the university track program adopted by both systems, the Commission will begin assessment on the success of these arrangements. This report will focus on the transfer activity at public institutions and will create a baseline for trend analysis by focusing on recent transfer activity at public institution: its volume, its directionality, and when it occurs. In 2008's Public Chapter 863, the General Assembly directed the Tennessee Higher Education Commission (THEC) to work with the University of Tennessee and the Tennessee Board of Regents to facilitate "universal articulation" of lower division "transfer paths" to baccalaureate majors. This legislation builds on a 2000 Act requiring establishment of a community college transfer track of 60 semester credit hours. The 2008 legislation addresses the remaining 19 semester credit hours of the 60-hour university parallel associate and the assurance of direct articulation of these pre-major courses to specific baccalaureate majors. The legislation directs universal articulation of 19-hour community college transfer paths to all state universities. Public Chapter 863 extends the directive of the previous PC 795. Public Chapter 795 requires the Tennessee Higher Education Commission to report to the Joint Education Oversight Committee and the chairs of the House and Senate Finance, Ways and Means Committees on the progress made toward full articulation on October 1 of each year. In previous years, the Commission has reported on progress made by the coalition of the Tennessee Higher Education Commission, the Tennessee Board of Regents, and the University of Tennessee system that addresses articulation agreements among the public institutions. With articulation agreements now in place and the university track program adopted by both systems, the Commission will begin assessment on the success of these arrangements and will also report on the implementation of "universal transfer" of lower division sub-major courses. The remainder of this year's annual report continues an approach begun last year, providing analysis of recent transfer activity at public institutions: its volume, timing, and directionality. Taken together, last year's and this year's annual reports will create a baseline for future trend analyses. Notable findings include the following: (1) Transfer remains a way of life for today's Tennessee college students; (2) Tennessee's public institutions vary greatly in their reliance on transfer student enrollment; (3) Transfer is multi-directional; (4) Most students transferring to a public university do so without an associate degree; and (5) Hours to degree are generally lower for students who graduated from the same institution at which they started. This book assesses the impact and implementation of national qualifications frameworks in sixteen different countries. It presents two major lessons for policy makers thinking of introducing a National Qualifications Framework (NQF). First, that an NQF is only a way of framing existing provision; it cannot on its own, lead to the acquisition of skills or knowledge. Second, as an attempt to standardize learning- something that is only to a limited extent standardizable, NQFs have disadvantages as well as advantages. The research was funded by the International Labour Organization (ILO) and the European Training Foundation (ETF) and, partly as a result of the ILO/ETF Report, the Editors were asked by the World Bank to help them in advising the government of India on introducing a NQF for vocational qualifications. Building on the findings of the report, the editors of this book presented an NQF implementation strategy to the Government of India on behalf of the World Bank. It laid out the steps and stages that would be involved and took account of the earlier experiences of introducing an NQF. Although this strategy was prepared specifically for the Government of India, others who have read it felt it deserved wider circulation. The report has therefore been included in this volume. Since this research was undertaken, the number countries, especially developing countries, implementing or introducing a NQF has continued to increase. This book will be of interest to policy makers and researchers. This book was originally published as a special issue of the Journal of Education and Work.
