Excerpt from Annual Trade Projection Report to Congress The Omnibus Trade and Competitiveness Act of 1988 (P. L. 100-418) contains numerous reporting requirements, including, in Section 1641, a requirement for an Annual Trade Projection Report. The impetus for this report reflected widespread concern about the emergence of substantial U. S. trade and current account imbalances and the impact of foreign economic trends and policies on these imbalances. The report is to include a review and analysis of key economic developments in countries and groups of countries that are major trading partners of the United States, projections for developments in various macroeconomic variables in the reporting year and the following year, conclusions and recommendations for policy changes to improve the outlook, and the impact on U. S. trade of market barriers and other unfair practices. The legislation specifies that the report is to be prepared jointly by the Treasury Department and the Office of the United States Trade Representative, in consultation with the Chairman of the Board of Governors of the Federal Reserve System. The Report is to be submitted on March 1 of each year to the Senate Finance Committee and the Ways and Means Committee of the House of Representatives. This is the initial report submitted pursuant to P. L. 100-418; Section 1641. Part II provides a review and analysis of recent macroeconomic developments in countries or groups of countries that are major trading partners of the United States, as well as a review of key recent developments in the U. S. economy. Part III presents projections for key macroeconomic developments in 1989 and 1990 in the same countries and country groups. The two main sections are organized as follows: Section 1 discusses economic growth, fiscal trends and current and trade account developments in the industrial countries; Section 2 reviews key developments elsewhere in the world economy, discussing the non-OPEC member Less Developed Countries (non-OPEC LDCs), including the Newly Industrializing Asian Economies (NIEs), as well as the OPEC countries. Part IV reviews the policy issues raised by these projections, and Part V discusses the impact on U. S. trade of market barriers and other unfair practices. Readers are, in addition, referred to the Treasury Department's October 1988 Report to Congress on International Economic and Exchange Rate Policy, which discusses key issues, including exchange rate developments, in considerable depth and provides a more detailed review of important recent historical trends. That report was also completed under requirements in the Omnibus Trade and Competitiveness Act of 1988 (P. L. 100-418). Excerpt from Annual Trade Projection Report to Congress The macroeconomic performance of the major industrial countries in 1991 was characterized by sluggish growth and falling inflation. The current account surplus in Japan rose substantially, the u.s. Deficit fell sharply and Germany moved from large surplus into moderate deficit. Overall economic growth in the industrial countries was slow throughout the year. However, this generalization masks wide differences among countries in growth rates and trends. Several important countries, including the United States, Canada, and the United Kingdom, began 1991 in recession, but started to recover in the second or third quarters. These recoveries were weak, however, and in the case of the United Kingdom output fell again in the fourth quarter. By contrast, Germany and Japan were booming as the year began, but later slowed down. A quarter by quarter examination of 1990 and 1991 shows that, for the industrial countries together, the fourth quarter of 1990 was the worst single quarter of the recent slowdown. Compared with this quarter, every quarter in 1991 was better. But on an annual basis, 1991 was worse than 1990; aggregate industrial country growth slowed from percent in 1990 to only percent in 1991. A structural improvement in our external position became apparent over the course of the year, offsetting transitory external factors that served to weaken the trade and current account. A delayed recovery in Japan and slow growth in the second half of the year in Europe held back exports, while adjustment in Mexico also delayed a turnaround in the current account deficit in 1995.
