Inhaltsangabe:Einleitung: Soziale Dienstleistungsorganisationen im Sinne der Freien Wohlfahrtspflege haben u. a. die Aufgabe, negative Folgen von Marktprozessen zu beheben. Ihre Leistungsfähigkeit steht und fällt vor allem mit den vorhandenen Humanressourcen, da Personal der dominante Einsatzfaktor im personenbezogenen Dienstleistungsprozess ist. Wie die Gesamtstatistik der Freien Wohlfahrtspflege (2000) zeigt, führten eine steigende Nachfrage nach sozialen Dienstleistungen und die Zunahme an Teilzeitstellen in den vergangenen drei Jahrzehnten zu einer Ausweitung der absoluten Beschäftigtenzahlen in allen Arbeitsfeldern sozialer Dienstleistungsorganisationen: Gab es 1970 noch 381.688 Mitarbeiter, waren es im Jahr 2000 bereits insgesamt 1.164.329 Beschäftige. Vor dem Hintergrund demographischer und gesellschaftlicher Veränderungen ist davon auszugehen, dass die Nachfrage vor allem in den Arbeitsfeldern der Alten-, Jugend- und Familienhilfe weiterhin steigen wird. Nicht ausreichende Personalressourcen hätten dann zwangsläufig eine Einschränkung der Leistungsfähigkeit zur Folge. In Anbetracht einer Arbeitslosigkeit von derzeit 4,233 Mio. Menschen scheint es zunächst sehr widersprüchlich, von knappen Personalressourcen für soziale Dienstleister auszugehen. Aber wie es in einer Studie der Kammer der Evangelischen Kirche (2002) heißt, ist es bislang noch nicht gelungen, die Arbeitsfelder sozialer Dienstleistungsorganisationen für Arbeitslose attraktiv zu machen und sie entsprechend zu qualifizieren. Auch wenn angenommen wird, dass sich hier Veränderungen einstellen, so ist das Personalproblem der Zukunft noch lange nicht gelöst. Aufgrund der demographischen Entwicklung ist davon auszugehen, dass es in Zukunft an jungen Berufseinsteigern mit aktuellem Qualifikationsprofil mangeln wird, so dass ein verstärkter Wettbewerb um Personal zu erwarten ist. Soll die Leistungs- und Wettbewerbsfähigkeit sozialer Dienstleistungsorganisationen gewahrt werden, muss sichergestellt sein, dass Mitarbeiter ausreichend Beiträge für die Organisation erbringen, d. h. Mitarbeiter müssen gewonnen, verlässliche Leistungen gesichert und der Verbleib von gegenwärtigen Mitarbeitern gefördert werden. Um diese Ziele zu erreichen, ist es notwendig, den Mitarbeitern einen angemessenen Gegenwert für ihre Beiträge in Form von Anreizen zu bieten, denn Mitarbeiter werden bei ihrer Entscheidung, einer Organisation beizutreten, für diese Beiträge zu erbringen und sich schließlich an [...]
