Since the Rose Revolution at the end of 2003, Georgia has had singular success in fighting corruption in a variety of public services. This book is an attempt to chronicle these efforts and to distil the 'how to' of these anti-corruption reforms. The reason corruption in public services had to be fought was clear. What had to be done was also obvious to many. But little has been written on 'how' the government made it happen. What were the salient features of Georgia's anti-corruption reforms? Can Georgia's success with cleaning up its public services be replicated elsewhere or is it unique? And are the achievements to date in Georgia sustainable? This book tries to answer these questions. It uses available data and interviews with current and former government officials to describe the challenges facing government, the decisions made, and the tradeoffs considered. It presents eight case studies covering anti-corruption reforms in the patrol police, taxes, customs, power supply, business deregulations, civil and public registries, university entrance exams, and municipal services. They also analyze the accountability framework between the government, public services providers and the users of the services. From these case studies, ten themes emerge that help explain Georgia's success story: having strong political will and vision; establishing credibility early; undertaking a frontal assault; attracting new staff; limiting the role of the state; adopting unconventional methods; coordinating closely; tailoring international experience to local conditions; harnessing technology; and using communications strategically. Many of these may seem obvious. What was special was the comprehensiveness, boldness, pace, and sequencing of these reforms. Much still remains to be done in Georgia, especially in strengthening the institutions that safeguard against a relapse of corruption, and in ensuring adequate checks and balances. And while each country is unique, many elements of Georgia's story can be replicated elsewhere. Georgia's success destroys the myth that 'corruption is culture' and gives hope to all those aspiring to clean up their public services.

Georgia is one of the most corrupt and crime-ridden nations of the former Soviet Union. In the Soviet period, Georgians played a major role in organized crime groups and the shadow economy operating throughout the Soviet Union, and in the post-Soviet period, Georgia continues to be important source of international crime and corruption. Important changes have been made since the Rose Revolution in Georgia to address the organized crime and pervasive corruption. This book, based on extensive original research, surveys the most enduring aspects of organized crime and corruption in Georgia and the most important reforms since the Rose Revolution. Endemic crime and corruption had a devastating effect on government and everyday life in Georgia, spurring widespread popular discontent that culminated with the Rose Revolution in 2003. Some of the hopes of the Rose Revolution have been realized, though major challenges lie ahead as Georgia confronts deep-seated crime and corruption issues that will remain central to political, economic, and social life in the years to come.

Previous findings have shown that the level of corruption in a country tends to remain static over the short term, resisting attempts at change. In the Republic of Georgia, however, corruption sharply declined after the Rose Revolution of 2003, when the new administration launched a series of reforms in areas ranging from the police force to the government bureaucracy. By contrast, similar changes did not take place in Ukraine after the Orange Revolution of 2004, even though this event also brought a new, avowedly reformist leadership to power. In order to explain why reforms occurred in Georgia but not Ukraine, I draw on my own fieldwork in these two countries and an original dataset on the backgrounds of their senior officials in order to examine the effects each country's political leadership had on their anti-corruption drives. My results indicate that, contrary to previous studies that suggest decentralization can make state capture less likely and increase the possibility for successful reform, in this instance the Georgian government's greater consolidation of power aided its ability to reduce corruption. Because President Mikheil Saakashvili had near-complete control over the Georgian government, he was able to form a cabinet consisting of his preferred officials, who tended to be young, technocratically-trained, and more committed to the reform process. Ukrainian President Viktor Yushchenko instead had to recruit into his government established politicians, many of whom were more supportive of the corrupt status quo, in order to maintain a viable governing coalition. As a result, the Georgian administration was able to focus on pursuing its reform agenda, while divisions quickly arose in the Ukrainian one that led to gridlock and prevented action from being taken against corruption. Even though the Georgian government was less accountable to the public than was the case in Ukraine, the combination of its composition and its power allowed it to overcome pressures from vested interests and push against corruption in a way that would have been impossible elsewhere.

Certain cases from any single country might provide examples for consideration of corruption issues for other countries or regions. Corruption cases and the strategies of fighting them in Georgian flagship universities might be noteworthy and useful for other countries facing similar problems. The paper discusses the features of corruption in higher education system in Georgia and the ways to decrease its prevalence. It emphasizes the importance of the aspirations of the country to join NATO in its effectiveness to conduct higher education reforms and to fight corruption. The paper also analyses the three interventions that have served to combat corruption in Georgian higher education. These interventions are: the initiation of Unified National Entrance Examinations, a new system to accredit higher education institutions, and the restructuring of higher education staff. The paper makes a suggestion that these reforms shattered the complacency and confidence of corrupt individuals, decreased the level of familiarity with corrupt systems and channels, increased the risk of bribe taking, and made the re-channeling of corrupt practices risky and expensive. The conclusion summarizes the key findings, discusses the implications of the reforms, and offers recommendations for further actions.
