This dissertation consists of three papers: 1) Targeting the Poor: Evidence from a Field Experiment in Indonesia; 2) Do Village Politics Matter?: Evidence from a Natural Experiment on the Distribution of a Cash Transfer in Indonesia; and 3) Assessing the Political Impacts of a Conditional Cash Transfer: Evidence from a Randomized Policy Experiment in Indonesia. The papers collectively explore several different aspects of the political economy of anti-poverty programs in Indonesia. In the first paper, a randomized experiment compares different methods of targeting an unconditional cash transfer to poor households. By testing the effectiveness of community-based methods versus government-centered methods on community satisfaction and accuracy in reaching the poor, the paper addresses several important questions relevant to the political economy of development and decentralization. The second paper analyzes the extent to which the distribution of Indonesia's unconditional cash transfer -- the world's largest cash transfer program to date -- is influenced by local political factors. Using a natural experiment, I explore how the quasi-random timing of village head elections affects the distribution of benefits to poor and non-poor households. Finally, my third paper analyzes the political effects of a randomized conditional cash transfer (CCT) pilot program to test its impacts on support for incumbent politicians, political participation, and several other indicators relevant to local democracy.

This book consists of papers that present the findings of research done by the SMERU Research Institute in Jakarta, Indonesia. Most describe the effects on the poor of the Indonesian economic crisis of 1997-98 and the response of the Indonesian government in the form of a Social Safety Net consisting of poverty mitigation programs. With the gradual recovery of the economy after 2000, the Indonesian government began reducing subsidies for fuel products and has channelled budgetary savings into a new series of targeted social protection and poverty alleviation undertakings that include unconditional cash transfers. The effectiveness of Indonesia's poverty alleviation programs has, however, been reduced by the difficulty of targeting beneficiaries accurately because of a lack of reliable, up-to-date poverty figures. In many instances unsuitable targeting methodology has been compounded by bad governance at the local level, while the introduction of regional autonomy, accompanied by the decentralization of authority to the district level, has formed a further complicating factor.

This report assesses trends in the level and the regional incidence of poverty as well as changes in income inequality. It examines the characteristics of the poor and outlines a general strategy for continuing poverty reduction in the 1990s. In addition, recent Government initiatives to reduce poverty are analyzed in the context of the proposed general strategic approach. Then, the report discusses in detail sectoral issues in designing and implementing antipoverty programs in three areas that are critical to the needs of the poor - agricultural programs, and human resource development in the social services and other basic services, such as water supply, sanitation and other basic infrastructure. Within these sectors, the report identifies those areas of most benefit to the poor and outlines appropriate policies and programs to shift a larger portion of resources to these areas. Finally, implementing the strategy outlined in this report will require changes in the Government's current institutional arrangements for identifying and implementing poverty programs. The report concludes with a discussion of institutional arrangements and responsibilities that could increase the efficiency of the Government's efforts. There is also a discussion of the role that community groups could play, in addition to Government institutions, in reaching and delivering services more effectively to the poor.
