Since 1989 the concept of 'civil war' has taken on new salience in international relations. Significant inquiries into inter-ethnic violence emphasising studies of political community, identity, sovereignty, and political organisation have dominated the study of civil war in the past decade. Processes of social denationalisation of national identity have become more prevalent in everyday politics. In this book leading European scholars analyse the proposition that the world has returned to a system of neo-medievalism over a decade after the end of the Cold War. The chapters explore the idea that a system of overlapping authorities and crisis-crossing loyalties have arguably eliminated the absolute authority claimed and exercised by sovereign states. Since all-out interstate wars for the time being seem to belong to the past, con flict studies focus more and more on domestic conflicts. This is a broad field, not only because the arbitrary line between war and sub-war violence disap pears and the analyst is confronted with phenomena reaching from criminal violence and clashes between communities to violent conflicts of long duration and civil wars with massacres and genocides as their characteristics. It is also because there are so many different types of conflicts to be analyzed, so many different types of behavior to be studied, whereas there is often little informa tion available on what is really going on. Against the background of internal conflicts, which tend to be as protracted as diffuse in terms of time, intensity, actors, and their goals, this study aims to follow a specific pathway through the current thicket of violent circumstances. It focuses on causation patterns by exploring the causal role of the environ mental factor in the genesis of violent conflicts occurring today and probably even more so tomorrow. This approach, which for once does not focus on a specific level of the conflict system, on one area in the conflict geography, or on a specific category of actors, analyzes causation dynamics.

Can Germany and Japan do more militarily to uphold the international order? Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today’s international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. Meanwhile, the security environments in Europe and Asia have deteriorated because of the resurgence of a belligerent Russia under Vladimir Putin, the steady rise of an increasingly assertive China, and North Korea’s worrisome acquisition of nuclear weapons. Partly in response to these developments, Germany and Japan in recent years have boosted their security efforts, mainly by increasing defense spending and taking on a somewhat broader range of military missions. Even so, because of their cultures of anti-militarism resistance remains strong in both countries to rebuilding the military and assuming more responsibility for sustaining regional or even global peace. In Reluctant Warriors, a team of noted international experts critically examines how and why Germany and Japan have modified their military postures since 1990 so far, and assesses how far the countries still have to go—and why. The contributors also highlight the risks the United States takes if it makes too simplistic a demand for the two countries to “do more.”

Frank Möller explores why the states and societies of the Baltic Sea region have not yet evolved into a security community despite the area undergoing, since the mid 1980s, considerable change with little turmoil. This book focuses on the tensions resulting from policies in the Baltic states aiming at an increase in both security and sovereignty. Möller shows how these states’ attempts at increasing their security were intricately bound up with their efforts at autonomous nation-state building. Möller argues that a primary obstacle to security community building was the construction of nation-states based upon an exceedingly traditional template emphasizing the connection between the state, sovereignty, and military security.
