La decisión política de publicar las normas en un medio de difusión de la información en auge afianza uno de los pilares básicos del estado social y democrático de Derecho, a saber, las normas establecen las reglas de convivencia en sociedad, pero para que se desarrolle esta función es necesario que los individuos que la forman conozcan dichas reglas; los ciudadanos, para respetarlas; los juristas, para aplicarlas.
