Este libro estudia, en primer lugar, qué actitudes mantienen los españoles hacia la Unión Europea (UE) y su proceso de integración y cuáles son los factores que influyen en ellas. En segundo lugar, se investiga si existe una identificación con la UE y cómo interactúan las identidades colectivas ya existentes con esta nueva e incipiente identidad. Se aborda el estudio de la actitud hacia la UE y la identificación con ella desde dos perspectivas complementarias. La primera considera ambos fenómenos como dos innovaciones políticas que se difunden gradualmente desde un núcleo de personas -más o menos amplio, pero en todo caso no mayoritario- dentro de la sociedad hacia el resto de sectores cada vez más extensos; aquí se emplea un enfoque longitudinal, para el que se han utilizado datos extraídos de las muestras españolas de los Eurobarómetros realizados por la Comisión Europea entre los años 1989 y 2002. La segunda perspectiva centra su atención en cómo se distribuyen las actitudes hacia la UE y la identificación con ella en un momento concreto del tiempo y en una determinada población que forma una red social; para esta parte, que tiene un enfoque transversal, se ha realizado un trabajo de campo en la provincia de Málaga en el año 2004. Los resultados muestran que las personas con posiciones más centrales en la sociedad española mantienen una actitud más favorable a la UE y se identifican en mayor medida con ella y que ambas innovaciones se han difundido a lo largo de los noventa hacia otros segmentos de la población. El análisis reticular pone de manifiesto que los individuos con un mayor conocimiento de la UE ejercen un liderazgo de opinión en las redes de discusión política de las que son miembros.

La presente investigación estudia las actitudes que la población española mantiene hacia la Unión Europea. Se quiere estudiar qué actitudes existen en la población española hacia la Unión Europea y su proceso de integración y qué factores son relevantes para explicar el sostenimiento de dichas actitudes. Por otra parte, se estudia si existe una identificación con la Unión Europea y cómo interactúan las identificaciones colectivas ya existentes con esta nueva identidad. Se aborda el estudio de la actitud hacia la Unión Europea y la identificación con la Unión desde dos perspectivas complementarias. La primera considera la actitud positiva y la identidad europea como una innovación que se difunde gradualmente desde un núcleo -más o menos amplio, pero en todo caso no mayoritario- de innovadores dentro de la sociedad hacia el resto de sectores cada vez más amplios; se trata, por tanto, de un enfoque longitudinal, para el que se han utilizado datos extraídos de las muestras españolas de los Eurobarómetros realizados por la Comisión Europea entre los años 1989 y 2002. During the 1990s, international democracy promotion efforts led to the establishment of numerous regimes that cannot be easily classified as either authoritarian or democratic. They display characteristics of each, in short they are semi-authoritarian regimes. These regimes pose a considerable challenge to U.S. policymakers because the superficial stability of many semi-authoritarian regimes usually masks severe problems that need to be solved lest they lead to a future crisis. Additionally, these regimes call into question some of the ideas about democratic transitions that underpin the democracy promotion strategies of the United States and other Western countries. Despite their growing importance, semi-authoritarian regimes have not received systematic attention. Marina Ottaway examines five countries (Egypt, Azerbaijan, Venezuela, Croatia, and Senegal) which highlight the distinctive features of semi-authoritarianism and the special challenge each poses to policymakers. She explains why the dominant approach to democracy promotion isn't effective in these countries and concludes by suggesting alternative policies. Marina Ottaway is senior associate and codirector of the Democracy and Rule of Law Project at the Carnegie Endowment.
