One hundred years after the founding of the École Coloniale Supérieure in Antwerp, the adjacent Middelheim Museum invites Sandrine Colard, researcher and curator, to conceive an exhibition that probes silenced histories of colonialism in a site-specific way. For Colard, the term Congoville encompasses the tangible and intangible urban traces of the colony, not on the African continent but in 21st-century Belgium: a school building, a park, imperial myths, and citizens of African descent. In the exhibition and this adjoining publication, the concept Congoville is the starting point for 15 contemporary artists to address colonial history and ponder its aftereffects as black flâneurs walking through a postcolonial city. Due to the multitude of perspectives and voices, this book is both a catalogue and a reference work comprised of artistic and academic contributions. Together, the participating artists and invited authors unfold the blueprint of Congoville, an imaginary city that still subconsciously affects us, but also encourages us to envision a decolonial utopia. “How we’re going about it” provides a space for teachers’ voices in the nexus between research and practice by outlining specific cases of innovative approaches to language teaching and learning as they have been applied in the classroom. The volume includes descriptions of some of the most representative recent work and practice in the field while at the same time covering a wide geographic scope. The case descriptions help synthesize research and teaching practice in a way that is accessible to busy teachers, teacher trainers or anyone interested in language development. Each chapter focuses on a similar approach taken by teachers and researchers from different countries and while the book contains contributions from some well-known authors, it also includes contributions from lesser-known practitioners who merit recognition of their innovative practices. This book is an important contribution to language teaching and learning for several reasons. It deals with educational innovation at various levels of education (young learners, primary, secondary, tertiary); it deals with perspectives from different areas of Europe and beyond; and it provides examples of grass-roots experiences being carried out by real teachers in real classrooms and is honest about the problems faced when implementing educational changes. It is therefore a book about authentic experiences with both a theoretical and problem-solving base, experiences which in turn make an important contribution to the underlying theories described herein.

The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.
