Le déploiement des technologies de l'information et de la communication dans le champ universitaire tunisien est l'aboutissement d'une ambition nationale ayant comme objectif, la généralisation de l'informatique dans les Universités. C'est dans ce contexte général que le projet de l'enseignement à distance dans le réseau des Instituts Supérieurs des Etudes Technologiques, a vu le jour. Cette attention portée aux technologies éducatives légitime donc ce travail de recherche. Dès lors, nous nous sommes interrogé, d'abord sur les stratégies des acteurs politiques tunisiens pour la médiatisation du secteur de l'Enseignement Supérieur; puis sur celles des innovateurs du projet de l'enseignement à distance pour la conception de leur nouveau dispositif technopédagogique et de sa diffusion ; enfin nous nous sommes intéressé aux usages effectifs des acteurs participants (apprenants et enseignants) à un tel dispositif d'enseignement médiatisé. En outre, nos analyses ont porté sur les pratiques des outils techniques en dehors de l'Université, nous avons essayé d'analyser de manière précise, si l'usage des machines à communiquer dans le quotidien des sujets sociaux enquêtés, participe aux changements de leurs modes de vie, mais aussi si l'usage de ces objets techniques dans et en dehors du milieu d'étude/d'enseignement, participe au déplacement des frontières entre la sphère professionnelle et la sphère privée. En définitive, ce travail de recherche se veut être une contribution à la compréhension du phénomène de l'insertion sociale des techniques de l'information et de la communication, que connaît un pays du Sud comme la Tunisie.

A contradictory creation indeed, the European Union has most of the institutions of a modern democracy, yet it does not function as one. Moreover, its growing scope of activity and supranational decision making processes are undermining the legitimacy of democracy in its member states. Much has been written about this double "democratic deficit," but surprisingly little thought has been given to what to do about it--short of drafting and ratifying a new federal constitution. In this provocative book, Philippe C. Schmitter explores both the possibility and the desirability of democratizing the EU. He argues that as a "non-state" and a "non nation" it will have to invent new forms of citizenship, representation, and decisionmaking if it is ever to democratize itself. The author also contends that the timing and political context work against a full-scale constitutionalization of the process. He proposes a number of modest (and some less modest) reforms that could improve the situation in the near future and eventually lead to a genuine Euro-democracy.
