Dans les années 1990, les politiques environnementales dans de nombreux pays ont été marquées par un élargissement de la panoplie des instruments disponibles. Les approches volontaires, on peut aussi parler d'ententes environnementales, ont souvent figuré au premier plan de ce que l'on a parfois identifié comme des innovations de l'action publique. Partant de ce constat, ce travail de recherche prend pour point de départ une réflexion théorique sur la gouvernance environnementale qui découle d'un contexte caractérisée par des problèmes environnementaux plus complexes, entourés d'incertitudes et marqués par l'implication de responsabilités diverses. Cette situation conduit à une mutation de la fonction de l'État, dans le domaine de l'environnement comme dans d'autres, l'amenant à jouer davantage un rôle d'animateur et de gestionnaire de réseaux de politique publique. Cela l'incite en particulier à devoir imaginer des moyens d'associer les ressources publiques et privées pour répondre aux problèmes qui se posent. Dans ce contexte, l'hypothèse centrale de ce travail de recherche est que les approches volontaires (AV) peuvent être analysées comme des instruments procéduraux, autrement dit des instruments de pilotage de la gouvernance, destinés au management du réseau de politique publique. Par le biais d'une étude de cas de quatre ententes environnementales mises en oeuvre au Québec entre le milieu des années 1990 et le début des années 2000, nous suggérons que la complexité du problème environnemental en jeu, est susceptible d'orienter le choix du gouvernement vers de tels instruments procéduraux. En l'occurrence, nous estimons que la dimension procédurale des approches volontaire rend possible la mise en place d'un système d'interaction entre gouvernement et industries qui favorisent le développement des connaissances et l'amélioration des relations entre les parties. Les approches volontaires sont ainsi en mesure de participer à la réduction de trois formes d'incertitudes qui caractérisent de nombreux problèmes environnementaux modernes qui surgissent au sein des réseaux de politique publique, à savoir : l'incertitude de substance ; l'incertitude stratégique et l'incertitude institutionnelle. En ce sens, nous montrons que les AV ne devraient pas être interprétés comme des substituts à la réglementation longtemps privilégiée pour l'intervention publique dans le secteur de l'environnement. Il serait plus juste de les concevoir plutôt comme des compléments aux autres formes d'intervention publique, voire des outils permettant de préparer éventuellement d'autres décisions politiques ultérieures, voire la mise en oeuvre de mesures réglementaires.
