Los textos de este libro analizan la situación de vulnerabilidad y violencia de las personas de varios países de América Latina y del Caribe, indagando sus bases y sus estrategias para superar dichas situaciones. Se han juntado diecisiete experiencias de investigación muy concretas con miradas y contribuciones teóricas y metodológicas desde el "Sur global", importantes en el debate académico y de prácticas y políticas públicas relevantes. Se han construido conocimientos sobre las poblaciones en cuestión y, en algunos casos, conjuntamente con las comunidades y sus integrantes, abandonando la mirada tradicionalmente estado-céntrica que, al respecto, existe sobre el tema. No se niega la importancia del rol del Estado, que lo tiene y debe tener en estos temas. No es un texto, igualmente, que idealiza las respuestas comunitarias y la capacidad de resiliencia de las personas frente a las violencias, casi como único camino que se debería tomar después de un sinnúmero de fracasos que se acumulan en varias de las políticas públicas de seguridad y justicia en la región. Al contrario, se reconoce la importancia de muchas iniciativas nuevas y sobresalientes del Estado. Se busca construir un marco de referencia que facilite la complementariedad entre ambos sectores, el Estado y la sociedad, sin caer —nuevamente— en un romanticismo.

Las organizaciones delincuenciales en Medellín y Envigado no se limitan a cometer delitos, también regulan el orden social de los territorios que controlan. Estas estructuras son conformadas por dos o más bandas, las cuales se dividen en combos. Son estos últimos los encargados de ejercer el rol de solucionar problemas de seguridad y convivencia, lo cual tiene bastante apoyo entre la comunidad ya que sus respuestas pueden ser mucho más rápidas y “efectivas” que las del gobierno. Esta situación, sin duda, debilita la legitimidad del Estado en los barrios. Así, este estudio de caso con enfoque etnográfico explora —a través de inmersiones, entrevistas, testimonios y versos musicales de hiphop— este fenómeno. Y para acercarse a su comprensión, sobre la que no ahonda la literatura ya existente, se apoya en la teoría del proceso de la civilización de Elias, la tesis de los órdenes amalgamados espontáneos de Dávila, la tipología de orden social de Arjona, las exégesis de legitimación de Habermas y Duyvesteyn, y la corriente del pluralismo jurídico.

The Spatiality of Violence in Post-war Cities analyses violence in post-war cities from different perspectives and in different parts of the world, with a shared attention to space and how it affects violent dynamics. By analytically decoupling war and violence, this book explores the causes and dynamics of violence in civil war. Against the prevailing view that such violence is an instance of impenetrable madness, the book demonstrates that there is logic to it and that it has much less to do with collective emotions, ideologies, and cultures than currently believed. Kalyvas specifies a novel theory of selective violence: it is jointly produced by political actors seeking information and individual civilians trying to avoid the worst but also grabbing what opportunities their predicament affords them. Violence, he finds, is never a simple reflection of the optimal strategy of its users; its profoundly interactive character defeats simple maximization logics while producing surprising outcomes, such as relative nonviolence in the 'frontlines' of civil war.
