El gran protagonista del alzamiento de 1820 fue el teniente coronel Rafael del Riego. Nacido en una familia asturiana, noble pero de escasos recursos econ?micos, Riego tuvo una buena formaci?n, a diferencia de otros compa?eros de generaci?n. Realiz? estudios secundarios y en 1807 ingres? en un regimiento prestigioso, la Compa??a Americana de Guardias de la Real Persona. Al a?o siguiente, la sacudida de la guerra de la Independencia lo alcanz? de pleno. Capturado por los franceses ya en abril de 1808, consigui? escapar de su prisi?n en El Escorial y march? a Asturias para sumarse al levantamiento contra los franceses. Dio muestras de valor y arrojo en la batalla de Espinosa de los Monteros, que tuvo lugar en noviembre de 1808, en la que fue capturado. A continuaci?n, fue enviado a Francia, donde estuvo encarcelado en varios centros durante unos cinco a?os. Pas? tambi?n por Holanda e Inglaterra. Seg?n algunos autores, fue en ese tiempo cuando Riego se convirti? al liberalismo, de modo que cuando regres? a Espa?a, en el a?o 1814, se aprest? a jurar la constituci?n de C?diz. Pero 1814 ser?a un a?o de aciaga memoria para el liberalismo espa?ol. El retorno de Fernando VII puso fin al ensayo de r?gimen liberal de C?diz y dio paso a la restauraci?n del absolutismo.

An examination of revolutions in the Iberian and Italian peninsulas, Sicily and Greece in the 1820s that reveals a popular constitutional culture in the South After the turbulent years of the Napoleonic Wars and the Congress of Vienna’s attempt to guarantee peace and stability across Europe, a new revolutionary movement emerged in the southern peripheries of the continent. In this groundbreaking study, Maurizio Isabella examines the historical moment in the 1820s when a series of simultaneous uprisings took the quest for constitutional government to Portugal, Spain, the Italian peninsula, Sicily and Greece. Isabella places these events in a broader global revolutionary context and, decentering conventional narratives of the origins of political modernity, reveals the existence of an original popular constitutional culture in southern Europe. Isabella looks at the role played by secret societies, elections, petitions, protests and the experience of war as well as the circulation of information and individuals across seas and borders in politicising new sectors of society. By studying the mobilisation of the army, the clergy, artisans, rural communities and urban populations in favour of or against the revolutions, he shows that the uprisings in the South—although their ultimate fate was determined by the intervention of more powerful foreign countries—enjoyed considerable popular support in ideologically divided societies and led to the introduction of constitutions. Isabella argues that these movements informed the political life of Portugal and Spain for many decades and helped to forge a long-lasting revolutionary tradition in the Italian peninsula. The liberalism that emerged as a popular political force across southern Europe, he contends, was distinct from French and British varieties.

The overthrow of Viceroy Joaqu&ín de la Pezuela on 29 January 1821 has not received much attention from historians, who have viewed it as a simple military uprising. Yet in this careful study of the episode, based on deep archival research, Patricia Marks reveals it to be the culmination of decades of Peruvian opposition to the Bourbon reforms of the late eighteenth century, especially the Reglamento de comercio libre of 1778. It also marked a radical change in political culture brought about by the constitutional upheavals that followed Napolean's invasion of Spain. Although Pezuela's overthrow was organized and carried out by royalists among the merchants and the military, it proved to be an important event in the development of the independence movement as well as a pivotal factor in the failure to establish a stable national state in post-independence Peru. The golpe de estado may thereby be seen as an early manifestation of Latin American praetorianism, in which a sector of the civilian population, unable to prevail politically and unwilling to compromise, pressures army officers to act in order to &"save&" the state.

Who Should Rule? traces the ambitious imperial reform that empowered new and competing political actors in an era of intense imperial competition, war, and the breakdown of the Spanish empire. Mónica Ricketts examines the rise of men of letters and military officers in two central areas of the Spanish world: the viceroyalty of Peru and Spain. This was a disruptive, dynamic, and long process of common imperial origins. In 1700, two dynastic lines, the Spanish Habsburgs and the French Bourbons, disputed the succession to the Spanish throne. After more than a decade of war, the latter prevailed. Suspicious of the old Spanish court circles, the new Bourbon Crown sought meritorious subjects for its ministries, men of letters and military officers of good training among the provincial elites. Writers and lawyers were to produce new legislation to radically transform the Spanish world. They would reform the educational system and propagate useful knowledge. Military officers would defend the monarchy in this new era of imperial competition. Additionally, they would govern. From the start, the rise of these political actors in the Spanish world was an uneven process. Military officers became a new and somewhat solid corps. In contrast, the rise of men of letters confronted constant opposition. Rooted elites in both Spain and Peru resisted any attempts at curtailing their power and prerogatives and undermined the reform of education and traditions. As a consequence, men of letters found limited spaces in which to exercise their new authority, but they aimed for more. A succession of wars and insurgencies in America fueled the struggles for power between these two groups, paving the way for decades of unrest. Emphasizing the continuities and connections between the Spanish worlds on both sides of the Atlantic, this work offers new perspectives on the breakdown of the empire, the rise of modern politics in Spanish America, and the transition to Peruvian independence.

In mid-nineteenth-century Mexico, garrisons, town councils, state legislatures, and an array of political actors, groups, and communities began aggressively petitioning the government at both local and national levels to address their grievances. Often viewed as a revolt or a coup d'état, these pronunciamientos were actually a complex form of insurrectionary action that relied first on the proclamation and circulation of a plan that listed the petitioners' demands and then on endorsement by copycat pronunciamientos that forced the authorities, be they national or regional, to the negotiating table. In Independent Mexico, Will Fowler provides a comprehensive overview of the pronunciamiento practice following the Plan of Iguala. This fourth and final installment in, and culmination of, a larger exploration of the pronunciamiento highlights the extent to which this model of political contestation evolved. The result of more than three decades of pronunciamiento politics was the bloody Civil War of the Reforma (1858-60) and the ensuing French Intervention (1862-67). Given the frequency and importance of the pronunciamiento, this book is also a concise political history of independent Mexico.
