With this book we present a selection of articles that critically deal with (internationally comparative) large-scale assessments. We acknowledge that studies such as PIAAC are often designed, financed and implemented on the basis of neo-liberal worldviews. Nevertheless, we would like to use the articles that are presented here to show the various ways in which adult and continuing education can benefit and learn from the knowledge that they generate. In PIAAC, for example, there are huge differences between the surveyed variables and the theoretical frameworks on literacies and literacy practices that the New Literacy Studies (NLS) have brought out. This book features eleven articles, which – with the NLS’s theoretical considerations and points of criticism in mind – find new and alternative evaluations and interpretations of the data. Not only can they show effects of marginalization on a large scale, but the data can also provide information about mechanisms of power in relation to literacy and basic competencies.

This book analyzes in vivid detail the German debate about the importance and meaning of work as it changed under the impact of industrialization, with special emphasis on the period between the two world wars. A social history of ideas, it covers the writings of such thinkers as Hegel, Marx, and Weber, but also examines contributions made by industrial psychologists, engineers, educators, and others who actively promoted reforms designed to solve the problem of alienation whether by changing the nature of work or by altering worker attitudes. A final section deals with the National Socialists, who promised to reinvigorate the German work ethic, restore joy in work, and reintegrate the German worker into the Volk community. The author draws our attention particularly to the Third Reich's policies and institutions aimed at realizing these Nationalist Socialist objectives concerning the worker. In so doing, Joan Campbell shows how the history of the idea of work deepens our understanding of the origins, nature, and appeal of Nazism. During the twentieth century, German government and industry created a highly skilled workforce as part of an ambitious program to control and develop the country’s human resources. Yet, these long-standing efforts to match as many workers as possible to skilled vocations and to establish a system of job training have received little scholarly attention, until now. The author’s account of the broad support for this program challenges the standard historical accounts that focus on disagreements over the German political-economic order and points instead to an important area of consensus. These advances are explained in terms of political policies of corporatist compromise and national security as well as industry’s evolving production strategies. For selected target groups, such as unemployed and disadvantaged youth, Christoph Ehlert demonstrates that flexible and well-targeted programmes significantly improve employment chances. To be effective, these programmes must combine individual coaching, classroom training and temporary work. Apart from the programmes, the organisational framework in which the programmes are allocated also influences the outcome. The author shows that the introduction of customer service centres, that streamlined the customers through the counselling and placement process, helped little in bringing unemployed back to work, while the introduction of action programmes even worsened the situation for the unemployed and job-seekers. Whereas the introduction of new placement software in German employment agencies led to an increase in regular employment and to more sustainable placements that exhibit longer tenures.
