Diese Arbeit besteht aus drei Aufsätzen. Der erste Aufsatz („Die Arbeitsmarktpolitik in Südosteuropa: Von der Transformation bis zur EU-Integration“) erörtert die wirtschaftlichen und politischen Rahmenbedingungen in Südosteuropa und die damit einhergehenden Entwicklungen auf den jeweiligen Arbeitsmärkten seit 1991. Im Fokus steht dabei der Einfluss der Arbeitslosigkeit (als systemunabhängiges Problem) auf den EU-Integrationsprozess in den jugoslawischen Nachfolgestaaten und Albanien. Welchen Einfluss haben der qualifikatorische und regionale Mismatch auf die Arbeitslosigkeit in Kroatien? Um diese Frage zu beantworten, wird im zweiten Kapitel dieser Arbeit („Arbeitslosigkeit im Transformationsprozess: Qualifikatorischer und regionaler Mismatch in Kroatien“) der Mismatch sowohl statisch mit Mismatch-Indikatoren als auch dynamisch im Rahmen der Matching-Funktion erörtert. Unter Anwendung von Paneldaten für neun Berufsgruppen und 21 Regionen im Zeitraum zwischen Januar 2004 und Juni 2015 wird in diesem Kapitel mithilfe von Fixed-Effects-Modellen dieser Einfluss geschätzt. Führt die Anpassung der Arbeitslosenversicherungsgesetze an die EU-Standards zu einer Verbesserung der Arbeitsmarktergebnisse in den Staaten Südosteuropas? Mit Hilfe von Paneldaten für den Zeitraum 1996–2014 wird für fünf südosteuropäische Staaten (Albanien, Kroatien, Mazedonien, Montenegro und Serbien) dieser Einfluss im Rahmen eines Differenz-in-Differenzen-Modells im dritten Aufsatz („Unvollständige Integration: Eine Differenz-in-Differenzen-Analyse der südosteuropäischen Arbeitsmärkte“) geschätzt.

An international manual is like a world cruise: a once-in-a-lifetime experience. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. Friedheim Neidhardt of Berlin, Gertrud Nunner-Winkler of Munich, and Roland Eckert of Trier, to name only a few, supplied valuable comments at this stage.

She traces the historical and ideological shifts around the meanings of the labor migration, moving from the concept of guest workers as a "temporary labor supplement" in the 1950s and 1960s to early ideas about "multiculturalism" by the end of the 1980s. She argues that the efforts to come to terms with the permanent residence of guest workers, especially Muslim Turks, forced a major rethinking of German identity, culture, and nation. What began as a policy initiative to fuel the economic miracle ultimately became a much broader discussion about the parameters of a specifically German brand of multiculturalism.
