Excerpt from The Journal of Philosophy Psychology and Scientific Methods, Vol. 8: January 6, 1916 They aim to interpret the evolution of species and organs in a strictly mechanistic manner. Among psychologists to-day there is a similar division into voluntarists and psychophysicists. The latter seek to minimize the efficiency of volition and to describe all human acts in terms of psychophysical activity. This would seem, in the last analysis, to involve an interpretation of purpose in physiological terms, as a series of physicochemical changes. These differences in standpoint can scarcely be attributed to carelessness of observation. They depend rather upon certain underlying concepts and modes of thinking which govern the scientist's interpretation of observed facts and determine the character of his world-view. Among these fundamental logical notions none is more deep-seated and persistent than the concept of Purpose. Notwithstanding the vigorous controversy that has recently waged between vitalists and mechanists, and the forceful arguments put forward in behalf of teleology and against it, neither side has so far given an adequate account of the nature of purpose itself. A thorough examination of its fundamental character might reveal a middle ground on which the two opposing parties could unite. If we rid teleology of its anthropomorphic accretions, as Hume removed the anthropomorphic notion of "necessity" from causation, there is no reason why the most thoroughgoing mechanist should not accept purposive events as a specific class of natural processes. It is possible, also, that when the scientific untenability of the traditional voluntarism is demonstrated, the vitalist will attach more weight to physicochemical processes in biological growth and activity. One obstacle to a thorough understanding of the nature of purpose is the present lack of coordination between the various sciences. Biologists for the most part assume an interpretation of human volition drawn from the psychology of a bygone generation. Psychologists still lay stress on the unscientific notions of "free will" and "responsibility" bequeathed to us by medieval philosophy. The data derived from cosmology, biology, and psychology have not yet been united into a consistent, scientific interpretation of voluntary, teleological action. Judd adds, by a unique type of activity which we describe when we use the word 'consciousness.' The conclusion that the self, or the basal fact of psychology, stands in close relation to its body, presses the question: What, more precisely, is the nature of this relation? Differently phrased, the question may-read: What reference shall the psychologist make to physical phenomena? In order to answer this question it is meces sary to ask more generally wherein adequate scientific procedure consists. The task of any scientist is twofold: first, to describe or portray and, secondly, so far as possible to explain the phenomena which he treats. Observation, analysis, and classification are, taken together, the main factors of scientific description; and psychological description, the exact portrayal of conscious life, involves keen observation of the psychic fact, complete analysis of it into its con stituent factors, and adequate classification of it by its likeness and unlikeness to other phenomena. Explanation, in the narrowly sci entific sense, consists in the discovery of the additional phenomena, psychic and physical, to which a given psychic fact is related (other wise than by its likeness or its difierence). This other phenomenon may itself be a psychic fact - as when a memory is explained as due to repeated perception; or it may be a fact of another order physical (in the narrow sense), or physiological, or biological. It will be observed that nothing in this conception essentially contra, dicts the doctrine that science is always descriptive, never explana tory - an answer always to the question how? Not to the ques tion why?6 For the kind of explanation which such a doctrine excludes from science is explanation of the ultimate, metaphysical sort, not explanation conceived as a tracing of antecedent and conse quent or of simultaneous correlates. One further statement must be made with reference to the ideal scientific explanation. Such an explanation would serve to classify the phenomena which it ex plained. For phenomena may be grouped and classified not only according to their internal likenesses and unlikenesses, but also with reference to the likenesses and differences of the phenomena which explain them. In fact that things exist as indi vidual and distinct has seemed far clearer to common sense than that minds are individual. We only have to recollect that Aristotle found mind (active nous) impersonal and universal, while the body, with the functions depending upon it, seemed to furnish the individual substrate, and that Thomas Aquinas makes the body the principle of individuation, without which human souls, like the angels, would merge into the genus. It is unnecessary to say that philosophy has changed front in this respect, and finds it comparatively easy to recognize the individuality of minds, while the independence and individuality of things has well-nigh disappeared in the general continuum.
