The rising costs of post-secondary education present challenges to maintaining college affordability. Textbooks are an important factor students need to consider when calculating the overall cost of attending college. In an effort to ensure that faculty and students have sufficient information about textbooks, Congress included requirements in the Higher Education Opportunity Act (HEOA) concerning publisher and school disclosures, as well as publisher provisions of individual course materials. The HEOA directed the Government Accountability Office (GAO) to examine the implementation of the new textbook provisions. This book addresses (1) the efforts publishers have made to provide textbook information to faculty and make bundled materials available for sale individually, and how these practices have informed faculty selection of course materials; and (2) the extent to which post-secondary schools have provided students and college bookshops access to textbook information, and what the resulting costs and benefits have been. To conduct this study, the GAO interviewed eight publishers representing over 85 percent of new U.S. higher education textbook sales, administrators at seven schools, four campus bookshops, two national campus retailers, faculty and student groups at three schools, and others with relevant expertise. GAO also reviewed websites of a nationally representative sample of schools, complaint data from Education, and relevant federal laws.

In academic year 2003-2004, students and their families spent over $6 billion on new and used textbooks. Given that nearly half of undergraduates receive federal financial aid and that the cost of textbooks is one component considered in making these awards, escalating textbook prices can impact federal spending. Because of the impact on access, affordability, and federal spending, recent reports of escalating textbook prices and instances in which publishers sell U.S. textbooks in other countries at lower prices have heightened congressional concern and raised questions about textbook pricing practices. Congress has asked the GAO to determine: (1) What has been the increase, if any, in textbook prices? (2) What factors have contributed to changes in textbook prices? and (3) what factors explain why a given U.S. textbook may retail outside the United States for a different price? Using data from the Bureau of Labor Statistics and the Department of Education's Postsecondary Education Data System (IPEDS), it was determined that college textbook prices have risen at twice the rate of annual inflation over the last two decades, mostly as a result of the increase in costs associated with new features and of more frequent revisions. Differences in pricing between the United States and other locations may occur because publishers price their textbooks in order to compete in local markets, and because the cost of printing additional copies of a textbook produced for the U.S. market for sale elsewhere is relatively low.
