"As this book goes to press, Argentina is once more in the throes of political crisis. At the close of 2001, Fernando de la Rua, Argentina's third popularly elected president since the military government of 1976 to 1983, resigned just 2 years into his term. A constitutional successor resigned after a week, having irritated the factions in his own party to the extent that they refused to support him. Riots that caused the deaths of 26 citizens and 13 police brought the third interim president down. Then more rioters broke into the halls of Congress and set fire to the building, causing the fall of the next successor. A commentator for La Nación observed that Argentina was living a "crisis without precedent" and that its political leadership was playing its last card. When Eduardo Duhalde assumed the leadership of a hastily assembled unity government- the fifth president in 2 weeks- he addressed the Argentine people, saying: "The country is broken"." --Descripción del editor.

Recent years have given rise to an intense debate about the boundaries and appropriate missions of Latin America's armed forces. This report examines the efforts of civilian leaders in Latin America to identify missions for their militaries appropriate to both the security environment of the post-Cold War era and to civil-military relations in a democracy, and to provide ways militaries will effectively adopt these missions. It also analyses the implications for democracy and civilian control of specific roles for the armed forces that are either under consideration or already underway in Argentina, Brazil, and Chile.

This study examines the civil-military relationship during the Alfonsin administration, seeking to explain that relationship in terms of the political culture of Argentina. The study identifies currents of Argentine political culture, rooted in the Hispanic legacy, that give rise to competing bases for legitimacy of authority in Argentina. The relationship between the military officer corps and civilian authorities may be seen as the outcome of competition by these claimants to legitimacy of political authority.

The purpose of this thesis is to test Rebecca L. Schiff's "Theory of Concordance" against the case of Argentina. Using the case study method to determine whether this relatively neglected theory of civil-military relations accounts for the occurrence of military interventions in Argentina, this thesis also examines whether the theory provides a better tool than separation theory by which to analyze civil-military relations in Latin America. Separation theory describes the separation of civil and military institutions as it occurs in the United States and suggests that it is the ideal model for other nations to emulate. Concordance theory argues that three partner the military, the political elites, and the citizenry should aim for a cooperative relationship that may or may not involve separation, but does not require it. What is interesting about this theory is that it accounts for the U.S. model as well. The thesis concludes that in the case of Argentina, separation theory better predicts the mechanisms by which a civilian government may establish control over its formerly interventionist military. However, with modification, concordance theory may provide insights into how that control may be maintained following the transition to enduring democracy.

The armed forces may no longer rule nations throughout Latin America, but they continue to influence democratic governments across the region. In nine original, thought-provoking essays, this book offers fresh theoretical insights into the dilemmas facing Latin American politicians as they struggle to gain full control over their military institutions. Latin America has changed in profound ways since the end of the Cold War, the re-emergence of democracy, and the ascendancy of free-market economies and trade blocs. The contributors to this volume recognize the necessity of finding intellectual approaches that speak to these transformations. They utilize a wide range of contemporary models to analyze recent political and economic reform in nations throughout Latin America, presenting case studies on Argentina, Brazil, Chile, Ecuador, El Salvador, Honduras, and Venezuela. Bridging the gap between Latin American studies and political science, these essays not only explore the forces that shape civil-military relations in Latin America but also address larger questions of political development and democratization in the region. The contributors are Felipe Aguero, J. Samuel Fitch, Wendy Hunter, Ernesto Lopez, Brian Loveman, David R. Mares, Deborah L. Norden, David Pion-Berlin, and Harold A. Trinkunas.
