Als in den 80er Jahren die "neue Armut" infolge Langzeitarbeitslosigkeit in den alten Bundesländern öffent lich aufgegriffen und in den 90er Jahren die Verarmung weiter Bevölkerungsgruppen in der Transformation der neuen Bundesländer "entdeckt" wurde, bestand die Antwort weniger darin, verstärkt sozialwissenschaftliehe Analysen zu unternehmen - was in kleinerem Umfang gleichwohl geschah -, sondern vor allem darin, die politische wie 1 moralische SkandaIisierung zu intensivieren. In England wie in den USA2 hat sich eine andere Forschungstradition herausge bildet, die durch eine breite, kontinuierliche und fundierte Beschäftigung in den So zialwissenschaften - unterstützt von der Geschichtswis~nschaft - mit Armut und 3 Sozialpolitik gekennzeichnet ist. Peter Townsends "Poverty in the United Kingdom" (1979) oder William Julius Wilsons "The Truly Disadvantaged: The Inner City, the Underclass, and Public Policy" (1987) gelten dort als "Klassiker"--Als Studien, die wissenschaftliche Standards setzten und auch außerhalb der Soziologie ein breites Publikum fanden, als Untersuchungen, die nachhaltige Diskussionen und vielfältige Forschungsinitiativen auslösten. Eine vergleichbare sozialwissenschaftliche Studie sucht man in Deutschland nach dem Zweiten Weltkrieg vergebens.

Das außergewöhnliche Wirtschaftswachstum in der zweiten Hälfte des 20. Jahrhunderts hatte in vielen europäischen Gesellschaften den Glauben an die Überwindung der Armut entstehen lassen. Auch wenn Armut in dieser Zeit effektiv keineswegs verschwand, so verschwand sie in vielen Ländern doch als Thema weitgehend aus der politischen Debatte – so auch in Frankreich und der Bundesrepublik Deutschland. Nach 1970 kehrte die Armutsfrage jedoch in beiden Ländern auf die politische Agenda zurück. Unter dem Schlagwort der »neuen Armut« wurden jetzt die materiellen Mangellagen diskutiert, die im eigenen, wohlhabenden Land existierten, und die auch das wirtschaftliche Wachstum und die Expansion des Sozialstaats nicht beseitigt hatten. Die Studie untersucht diese Repolitisierung des Armutsthemas. Sie analysiert die Debatte um die sogenannte neue Armut im Hinblick auf deren Semantik, das dort verhandelte Armutsbild und die daran beteiligten Akteure und deckt damit die Gründe für die politische Wieder- und Neuentdeckung eines eigentlichen alten, aber lange vernachlässigten Themas auf.

Poverty and inequality have pervaded British society to this day, but this has not always been self-evident to contemporaries – popular understandings have depended on existing knowledge. Inequality Knowledge provides the first detailed history of the numbers about the gap between rich and poor. It shows how they were produced, used, and suppressed at times, and how activists, scientists, and journalists eventually wrestled control over the figures from the state. The book traces the making and the politics of statistical knowledge about economic inequality in the United Kingdom from the post-war era to the 1990s. What kind of knowledge was available to contemporaries about socio-economic disparities in Britain and how they evolved over time? How was this knowledge produced and by whom? What did policy makers and civil servants know about the extent of poverty and inequality in British society and to what extent did they take the distributional impact of their social and fiscal policies into account? Far from just a technical matter, inequality knowledge had far-reaching implications for key debates and the wider political culture in contemporary Britain. Historicizing inequality knowledge speaks to a long tradition of historical research about social class divisions and cultural representations of economic disparities in twentieth-century Britain.

Obwohl die Regierungsparteien stolz verkünden, einen Großteil ihres gemeinsamen Programms für die 18. Legislaturperiode bereits verwirklicht zu haben, fällt die Erfolgsbilanz hinsichtlich der Verringerung und Verhinderung von Armut im wohlhabenden, wenn nicht reichen Deutschland nach Ansicht des Autors eher dürftig aus.
