Standing on the crest of Tele graph Hill, in San Francisco, one has the narrow entrance of the Golden Gate almost at his feet, the fortified hills on either side, and the terraces of Alcatraz Island, frowning upon passing ships. It is said that in early days this island was given to an easy-going inhabitant in con sideration of his promise to keep a signal lantern burning at night during stormyweather. He permitted the light to go out, and the government resumed title to an island whose strategic position is such that it now bristles with cannon which in the event of war would be called upon' to deliver the coup de grace to any hostile craft stro-ng enough to run the gauntlet of the gate. What these fortifications mean is shown in the emark made by General Funston, com manding the Department of California, when the United States battleship fleet sailed through the Golden Gate. The San Francisco Bay can be viewed as a geographic paradox: a place and a void. The collective Bay (composed of San Francisco Bay, San Pablo Bay, and Suisun Bay) both unites and divides the community of the Bay Area, giving identity to the region while separating its populace. The Bay is a backspace, where hardened surfaces of the industrial city crumble into the water--as well as a shorefront, with designed parks and recreational marinas. It is intensely visited in some areas and nearly inaccessible in others; its beauty is acclaimed, its dumping grounds unparalleled. Its sparkling water is refreshed from Sierra snowmelt, its sewer outfalls and urban runoff robust. Once intensely militarized, it is now, just as intensely, demilitarized. In a sense, the Bay is a natural entity, borne of great rivers draining the entire Central Valley of California, however, every inch of its shoreline today is the product of human activity, by either intent or incident.

The meadow larks are sending out their cheery "Spring o' the year" from fence rail and covert, a song most sweet and inspiring. A flock of blackbirds goes sailing past, and high overhead a killdee's plaintive cry echoes over the valley. From here we get a beautiful view of the bay and the Golden Gate, and in the far distance the dome of Mount Tamalpais rises above the clouds. The ferryboats from Oakland, Berkeley, Alameda, and Sausalito are plying their ceaseless traffic from mole to mole. White-sailed ships from foreign countries, outward bound with the tide, conveyed by little bustling tugs, look like monster white-winged gulls; and somber-hued gunboats, their portholes bristling with deadly engines of war, strain at their cables. It is an inspiring sight, and, turning away with reluctance, we circle the hill to Cragmont Heights, stopping to rest on the rocky summit that overlooks the valley.
