For many foreign observers, Brazil still conjures up a collage of exotic images, ranging from the camp antics of Carmen Miranda to the bronzed girl (or boy) from Ipanema moving sensually over the white sands of Rio's beaches. Among these tropical fantasies is that of the uninhibited and licentious Brazilian homosexual, who expresses uncontrolled sexuality during wild Carnival festivities and is welcomed by a society that accepts fluid sexual identity. However, in Beyond Carnival, the first sweeping cultural history of male homosexuality in Brazil, James Green shatters these exotic myths and replaces them with a complex picture of the social obstacles that confront Brazilian homosexuals. Ranging from the late nineteenth century to the rise of a politicized gay and lesbian rights movement in the 1970s, Green's study focuses on male homosexual subcultures in Rio de Janeiro and Sao Paulo. He uncovers the stories of men coping with arrests and street violence, dealing with family restrictions, and resisting both a hostile medical profession and moralizing influences of the Church. Green also describes how these men have created vibrant subcultures with alternative support networks for maintaining romantic and sexual relationships and for surviving in an intolerant social environment. He then goes on to trace how urban parks, plazas, cinemas, and beaches are appropriated for same-sex erotic encounters, bringing us into the world of street cruising, male hustlers, and cross-dressing prostitutes. Through his creative use of police and medical records, newspapers, literature, newsletters, and extensive interviews, Green has woven a fascinating history, the first of its kind for Latin America, that will set the standard for future works. During the first half of the twentieth century, Japanese immigrants entered Brazil by the tens of thousands. In more recent decades that flow has been reversed: more than 200,000 Japanese-Brazilians and their families have relocated to Japan. Examining these significant but rarely studied transnational movements and the experiences of Japanese-Brazilians, the essays in Searching for Home Abroad rethink complex issues of ethnicity and national identity. The contributors—who represent a number of nationalities and disciplines themselves—analyze how the original Japanese immigrants, their descendants in Brazil, and the Japanese-Brazilians in Japan sought to fit into the culture of each country while confronting both prejudice and discrimination. The concepts of home and diaspora are engaged and debated throughout the volume. Drawing on numerous sources—oral histories, interviews, private papers, films, myths, and music—the contributors highlight the role ethnic minorities have played in constructing Brazilian and Japanese national identities. Reconstructing eighty years of history, Political Policing examines the nature and consequences of U.S. police training in Brazil and other Latin American countries. With data from a wide range of primary sources, including previously classified U.S. and Brazilian government documents, Martha K. Huggins uncovers how U.S. strategies to gain political control through police assistance--in the name of hemispheric and national security--has spawned torture, murder, and death squads in Latin America. After a historical review of policing in the United States and Europe over the past century, Huggins reveals how the United States, in order to protect and strengthen its position in the world system, has used police assistance to establish intelligence and other social control infrastructures in foreign countries. The U.S.-encouraged centralization of Latin American internal security systems, Huggins claims, has led to the militarization of the police and, in turn, to an increase in state-sanctioned violence. Furthermore, Political Policing shows how a domestic police force--when trained by another government--can lose its power over legitimate crime as it becomes a tool for the international interests of the nation that trains it. Insurgent citizenships have arisen in cities around the world. This book examines the insurgence of democratic citizenship in the urban peripheries of São Paulo, Brazil, its entanglement with entrenched systems of inequality, and its contradiction in violence. James Holston argues that for two centuries Brazilians have practiced a type of citizenship all too common among nation-states--one that is universally inclusive in national membership and massively inegalitarian in distributing rights and in its legalization of social differences. But since the 1970s, he shows, residents of Brazil's urban peripheries have formulated a new citizenship that is destabilizing the old. Their mobilizations have developed not primarily through struggles of labor but through those of the city--particularly illegal residence, house building, and land conflict. Yet precisely as Brazilians democratized urban space and achieved political democracy, violence, injustice, and impunity increased dramatically. Based on comparative, ethnographic, and historical research, Insurgent Citizenship reveals why the insurgent and the entrenched remain dangerously conjoined as new kinds of citizens expand democracy even as new forms of violence and exclusion erode it. Rather than view this paradox as evidence of democratic failure and urban chaos, Insurgent Citizenship argues that contradictory realizations of citizenship characterize all democracies--emerging and established. Focusing on processes of city- and citizen-making now prevalent globally, it develops new approaches for understanding the contemporary course of democratic citizenship in societies of vastly different cultures and histories.
