Inter and Intra Governmental Arrangements for Productivity - An Agency Approach focuses on public productivity. It addresses long standing and current questions on government productivity. Its scope and coverage range from theory to very specific applications. First of all it demonstrates the applicability of a theoretical framework to concrete issues in the public sector: the Principal Agent (PA) theory or the Agency theory. Secondly, it demonstrates the different perspectives of this theoretical framework as seen by researchers and practitioners from various countries. The volume is based upon the revised seminar papers from a conference that was held at the University of Twente. Two trends obvious in this world are its increasing global character and the need for increasingly efficient and effective organizations. Inter and intra governmental organizations need to learn to effectively and efficiently work together in complex web like relationships. This study forms a major step in that direction. It consolidates several current economic concepts that are highly visible and specifically applies them to various levels and functions of government. It emphasizes that PA theory is a powerful conceptual framework because of the economic focus on transactions between principals and agents. The issues of information asymmetry, across government constituents, political/diplomatic considerations, and the narrow focus of PA problems will be described. Attention is also given to the issues of citizen demands, internal markets, franchising, competitive procurement and `contracting in'. The study concentrates on academic thinking about the applicability of PA concepts to administrative theory building. As such it makes a current, valid contribution to the knowledge and practice of public administration world-wide.

The Constitution of the Republic of Ghana (1992) in particular is a landmark constitution in the sense that it purports to provide for all situations that human experience could call to mind. It also endeavours to provide for possible situations that can be anticipated. This is quite understandable because life in this age is so complex that reliance on only scientific knowledge and method or what can be proved alone is not enough. The late Twentieth century world was overwhelmed with a shocking fact that human beings were detonating themselves in the Middle East in what has come to be commonly known as Suicide Bombing. Nigeria is a federation while Ghana is a unitary republic. Both however derive their common experiences in governance from Britain as well as empirical occurrences. It is in this context that all can view these constitutional provisions as well as their backgrounds. Readers are implored to look at the issues discussed in this work without prejudices. My paramount aim is to set the records straight and not to denigrate; I also aim at creating awareness so that no tyrannical dictator should get an opportunity to rise up again in Ghana any day. It has to be admitted that there is something nasty about the human species: The tendency to be absolutely domineering to the exclusion and the consideration of other people’s views or interests, a situation, which should not be allowed to manifest in persons trusted with top leadership positions in governance. That is what successive constitutional arrangements in Ghana and Nigeria, especially in the former, have sought to achieve.

Abstract: The aim of this paper is to shed new light on key challenges in governance arrangements for state owned enterprises in infrastructure sectors. The paper provides guidelines on how to classify the fuzzy and sometimes conflicting development goals of infrastructure and the governance arrangements needed to reach such goals. Three policy recommendations emerge. First, some of the structures implied by internationally adopted principles of corporate governance for state owned enterprises favoring a centralized ownership function versus a decentralized or dual structure have not yet been sufficiently "tested" in practice and may not suit all developing countries. Second, general corporate governance guidelines (and policy recommendations) need to be carefully adapted to infrastructure sectors, particularly in the natural monopoly segments. Because the market structure and regulatory arrangements in which state owned enterprises operate matters, governments may want to distinguish the state owned enterprises operating in potentially competitive sectors from the ones under a natural monopoly structure. Competition provides not only formidable benefits, but also unique opportunities for benchmarking, increasing transparency and accountability. Third, governments may want to avoid partial fixes, by tackling both the internal and external governance factors. Focusing only on one of the governance dimensions is unlikely to improve SOE performance in a sustainable way.
