A realidade das políticas públicas tem se tornando claramente complexas em função do número crescente de temáticas que, não apenas o Estado, mas a própria Sociedade Civil, passa a lidar no dia-a-dia no interesse da res pública, o que torna este campo de estudos particularmente rico na conformação de agendas de pesquisas e na projeção de análise descritivas e prescritivas com base em diferenciados paradigmas ideológicos. Tomando como objeto central de pesquisa a realidade empírica das políticas públicas no Brasil, a presente obra se apresenta como um trabalho coletivo desenvolvido com várias mãos e em colaboração intelectual em distintas partes do país, resultando assim em uma peça investigativa que suscita um olhar plural por meio da combinação de distintos recortes teórico-metodológicos. Fruto de um trabalho coletivo de 36 pesquisadoras e 18 pesquisadores oriundos de Instituições de Ensino Superior público e privadas, bem como de Instituições da Administração Pública, a presente obra apresenta o resultado de pesquisas desenvolvidas de modo colaborativo em 13 estados, refletindo assim sobre as políticas públicas em todas as cinco macrorregiões brasileiras. Escrito por meio de uma linguagem simples e acessível a um amplo público, o presente livro fundamenta sua narrativa discursiva a partir da combinação de um conjunto de análises sobre a realidade das políticas públicas no Brasil em diferentes áreas temáticas, a qual se manifesta empiricamente em distintas escalas de espacialização ou mesmo de periodização no tempo. Since the end of the Second World War and the subsequent success of constitutional judicial review, one particular model of constitutional rights has had remarkable success, first in Europe and now globally. This global model of constitutional rights is characterized by an extremely broad approach to the scope of rights (sometimes referred to as 'rights inflation'), the acceptance of horizontal effect of rights, positive obligations, and increasingly also socio-economic rights, and the use of the doctrines of balancing and proportionality to determine the permissible limitations of rights. Drawing on analyses of a broad range of cases from the UK, the European Court of Human Rights, Germany, Canada, the US, and South Africa, this book provides the first substantive moral, reconstructive theory of the global model. It shows that it is based on a coherent conception of constitutional rights which connects to attractive accounts of judicial review, democracy and the separation of powers. The first part of the book develops a theory of the scope of rights under the global model. It defends the idea of a general right to personal autonomy: a right to everything which, according to the agent's self-conception, is in his or her interest. Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Instead, they found that they had exchanged old forms of political and economic dependence for a new kind of dependency on the international capitalism of multinational corporations.
