A burgeoning Japanese role in the Asia-Pacific region has been one of the most contentious issues to the Southeast Asian countries in recent years with its positive and negative implications. It is thus timely and significant to come to terms with Japan's "design" in the region from a historical perspective. Attributing Japan's active involvement in Southeast Asian affairs to the proclamation of the so-called Fukuda Doctrine of August 1977, this study traces the origins of Japan's political role in the region and analyses the development and effects of the very first Japanese foreign policy doctrine. As perhaps the most exclusive scrutiny on the Fukuda Doctrine as well as on Japan-ASEAN relations, this study renders a comprehensive history of Japan-Southeast Asia relations in the post-war period.

This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time. The best scholarship on the development of contemporary Japan This collection presents well over 100 scholarly articles on modern Japanese society, written by leading scholars in the field. These selections have been drawn from the most distinguished scholarly journals as well as from journals that are less well known among specialists; and the articles represent the best and most important scholarship on their particular topic. An understanding of the present through the lens of the past The field of modern Japan studies has grown steadily as Westerners have recognized the importance of Japan as a lading world economic force and an emerging regional power. The post-1945 economic success of the Japanese has, however, been achieved in the context of that nation's history, social structure, educational enterprise and political environment. It is impossible to understand the postwar economic miracle without an appreciation of these elements. Japan's economic emergence has brought about and in some cases, exacerbated already existing tensions, and these tensions have, in turn, had a significant impact on Japanese economic life. The series is designed to give readers a basic understanding of modern Japan-its institutions and its people-as we stand on the threshold of a new century, often referred to as the Pacific Century.
