El Proyecto Esfera es una iniciativa destinada a establecer y promover normas a las que se atiene la comunidad internacional en sus respuestas para aliviar la dif�cil situaci�n de las personas afectadas por situaciones de desastre.Con este Manual, Esfera se esfuerza por lograr un mundo en el que se reconozca a todas las personas afectadas por un desastre el derecho a recuperar su vida anterior y sus medios de subsistencia, y se obre en consecuencia de manera que se respete su voz y se proteja su dignidad y su seguridad.Este Manual contiene:� una Carta Humanitaria que recoge los principios jur�dicos y morales que reflejan los derechos de las poblaciones afectadas por desastres;� principios de protecci�n;� normas esenciales y normas m�nimas relativas a cuatro sectores humanitarios clave para preservar la vida: abastecimiento de agua, saneamiento y promoci�n de medidas de higiene; seguridad alimentaria y nutrici�n; alojamiento, asentamientos humanos y art�culos no alimentarios; y acci�n de salud. Dichas normas describen los objetivos que se desea lograr en una respuesta humanitaria para que las poblaciones afectadas puedan sobrevivir y recobrar una vida en condiciones estables y con dignidad.Muchas organizaciones y particulares han apoyado la elaboraci�n del Manual de Esfera, por lo que ofrece al sector humanitario un lenguaje com�n para poder trabajar juntos con el fin de alcanzar la calidad y la rendici�n de cuentas necesarias en situaciones de desastre y de conflicto armado. El Manual Esfera cuenta con una serie de normas complementarias: las normas m�nimas para la protecci�n infantil en la acci�n humanitaria, las normas m�nimas de INEE para la educaci�n en situaci�n de emergencia, las normas y directrices para intervenciones ganaderas en emergencias (LEGS), y las normas m�nimas para la recuperaci�n econ�mica (MERS). As�, Esfera ampl�a su alcance a fin de satisfacer nuevas necesidades que se han generado dentro del sector humanitario.

In an international initiative aimed at improving the effectiveness and accountability of disaster response, The Sphere Handbook sets out what people affected by disasters have a right to expect from humanitarian agencies. The cornerstone of this book is the Humanitarian Charter, which is based on the principles and provisions of international humanitarian, human rights and refugee law, and on the principles of the Red Cross and NGO Code of Conduct. It describes the core principles that govern humanitarian action and asserts the right of populations to protection and assistance.
