Após a Segunda Guerra, o comércio mundial expandiu, intensificando as relações entre Estados e gerando uma cadeia global de suprimentos. Isso exigiu regulação jurídica entre entidades públicas e privadas. Paralelamente, o Direito Fiscal tornou-se um debate internacional relevante, dado o aumento do fluxo financeiro entre Estados. Era vital para financiar a atividade estatal e regular a crescente interação comercial internacional. Acordos para evitar dupla tributação se tornaram importantes para assegurar rendimentos estatais e atrair investimentos. Embora modelos de tais acordos sejam propostos por organismos internacionais, cabe aos Estados estabelecer acordos bilaterais ou multilaterais. Este trabalho visa analisar os acordos de dupla tributação no Brasil, comparando-os com as convenções modelos da OCDE e ONU.
