The accurate assessment of political risk can make the difference between success and failure for a multinational corporation, which must keep corporate objectives in sight while operating in a large number of widely varying environments. While environmental or political risk assessment has become an explicit function in many firms and is inherent in all foreign investment, the uncertainties of foreign political environments continue to pose critical problems for managers. In Managing Political Risk Assessment, Stephen J. Kobrin describes and analyzes the techniques of political risk assessment employed by U.S. multinationals. His analysis draws on organizational theory, economics, political science, and international relations. The study reveals that those charged with political risk assessment have often not been fully integrated into the core of the managerial process, information from subsidiaries is often biased, and the flow of data is poorly controlled. As a result, virtually all firms experience difficulties in using environmental assessment in planning and making decisions. Kobrin persuasively argues that the thorough integration of the assessment function into the managerial process is a necessary step, as the need for political risk assessment intensifies with the increased interaction between international business and its social and political surroundings. Political scientists, institutional economists, managers, and students and teachers of international business will all profit from Kobrin’s excellent synthesis of knowledge in this area of scholarly interest. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Policy evaluation is an important and well-established part of the policy process, facilitating and feeding back to promote the ongoing effectiveness of policies that have been implemented or anticipating policies in the making. Environmental policy is a special case, presenting new complexities uncommon to other areas, which standard evaluation tools are ill-equipped to grapple with. It is also an area that is experiencing rapid growth throughout the world and knowledge is now needed at all levels of government and in NGOs, businesses and other organizations, all of whom are required to assess the effectiveness of their policies. This handbook is the first guide to environmental policy evaluation in practice. Beginning with an introduction to the general principles of evaluation, it explains the particular complexities native to the environmental sphere and provides a comprehensive toolkit of evaluation methods and techniques which the practitioner can employ and refer to again and again. The authors also consider design issues which may face the policy evaluator, including involvement of stakeholders, the sensitivities between them, the a priori assessment of the evaluability of a field, the maximization of the utilization of the evaluations outcomes, and much more. Throughout, the theory is illustrated with practical examples from around the world, making this the essential companion guide for anyone tasked with ensuring that environmental policy fulfils its aims and achieves its potential.

Environmental assessment and management involve the production of scientific knowledge and its use in decision-making processes. The result is that within these essentially rational, political assessment frameworks, experts are creating and applying scientific knowledge for decision and management purposes that actually have strong ethical and aesthetic dimensions. Yet these rational political frameworks lack the tools to provide guidance on ethical and aesthetic issues that affect the wider public. This revolutionary work argues that ethical and aesthetic dimensions can only be brought into environmental politics and policies by citizens actively taking a stand on the specific matters in question. The author draws on Habermas trisection of rationality as cognitive-instrumental, moral-practical and aesthetic-expressive, to suggest that truly effective environmental policy needs to activate all three approaches and not favour only the rational. To achieve this objective, the author argues that public participation in environmental policy and assessment is necessary to counteract the dictatorship of technical and economic instrumentality in environmental policy - the failure to take ethical and aesthetic rationalities into account - and, more importantly, how such policy is applied on the ground to shape our natural and material world.
