Seminar paper from the year 2015 in the subject Agrarian Studies, Dilla University, course: Agricultural Economics, language: English, abstract: Ethiopian Pastoralists make an immense contribution to the national economy despite living in some of the most inhospitable and drought-prone parts of the country. Fundamental misconceptions about the pastoral production system in Ethiopia have led to a general perception among policy makers that pastoral lands are underused and therefore should be developed. Such misperceptions have subjected pastoral communities to political and economic marginalization. These economic misunderstandings have an important impact on the environmental goods and services that pastoralism provides, since they lead to low and misdirected investment, poor service provision and promotion of less sustainable alternatives to pastoralism. This paper will argue that pastoralism contributes significantly to the GDP of Ethiopian economies. This review on the total economic value of pastoralism has two broad objectives: reviewing the economic significance of pastoralism and the direct and indirect economic contribution of pastoralism to the Ethiopian economy. The future of pastoralism is the subject of national and global discussions. The concerns are receiving attention from the scientific community to generate knowledge and share experiences and best practices that may offer solutions for the survival of pastoralism and the millions of people who depend on it.

Many policy makers in East Africa have preconceptions about the value of pastoralism as a land-use system believing it to be economically inefficient and environmentally destructive. Yet, this is not evidence-based. Not only is there no consensus on what is a dynamic economic model of pastoralism, no mechanisms exist to inform government decision-making of its comparative advantages over alternative land uses. This paper argues that pastoralism does make a significant contribution to society and that, with better understanding, planning and data collection, its value can be demonstrated. The paper presents a preliminary framework for assessing the benefits of pastoralism that goes beyond conventional criteria relating to livestock and their by-products. While the paper focuses on East Africa, much of the analysis is applicable to pastoral systems in other regions of Africa.

This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.

Pastoral systems have evolved to function with the natural environment and therefore with variability. By identifying variability as an entry point, this paper aims at (i) engaging FAO in the mainstreaming of pastoralism by establishing the understanding of pastoralism, and its systematic inclusion in the normal operations of FAO, and at (ii) presenting an evidence based narrative on pastoralism to a specialists’ audience. Two main points are made in this document: First, pastoral systems are emblematic of farming with nature. Second, pastoral systems make use of variability in inputs (the environment) by matching it with variability in their own operational processes (flexibility in movements, animal breeds, labour force, etc.) in such a way as to reduce the variability in outputs (animal production and health, household’s food security, etc). Since 2015, the Pastoralist Knowledge Hub (PKH) has helped creating an institutional space for connecting and coordinating work on pastoralism within FAO. An Inter-Departmental Working Group on Pastoralism has been formed. The conceptual framework of this paper and early versions have benefited from comments and guidance of FAO staff as well as of specialists of pastoralism worldwide.
