This Volume III is a compendium of technical papers documenting separate elements of the study. These technical papers provide detailed explanations of the analytical procedures, input data sources, models and assumptions that produced the results presented in Volumes I and II. Estimates of Costs Associated With Oil and Hazardous Chemical Spills and Costs of Idle Resources During Vessel Repair describes the input data sources, analytical methods and assumptions used to estimate costs associated with both spill clean-up costs and the opportunity cost of idle damaged vessels.

As a follow-on to a 1973 vessel traffic systems issue study the algorithm developed in that study was applied to 22 major ports and waterways in order to establish a relative ranking of their need for VTS. The ports were selected for analysis on the basis of tonnage of cargo handled, number of vessel transits, and number of vessels involved in collisions, rammings, and groundings (C/R/G) over a four year period (FY 1969-72). The output of this analysis is a listing of ports and waterways in the order in which their needs for VTS should be addressed, and initial recommendations concerning the level of need of each area.
