Road transport plays a vigorous role in the life of an individual socioeconomically. In order to have a normal traffic flow, road engineers must have to give priority to safety in their design such as consistent geometric design. In addition to driver error, roadway factors and the combined driver error and inconsistent geometric design are the major contributors to road safety issue. For a long period of time, road safety analysis was carried out with a traditional technique of sliding scale analysis. Which have drawbacks of incapability of using the latest technologies and also, tedious and unclear data acquisition and analysis. But, in this book the latest technique of using Geographical Information System (GIS) have been adopted for road safety analysis. Basically, the application of ArcGIS software has been implemented for the detection of crash intensive prone locations and identification of inconsistent geometric design segment of the road. In this book, Crash Hot-Spot locations and inconsistent geometric design segments of the road had been merged together to analyze the impacts of geometric design on road safety.

This paper was presented at the session titled 'Road network screening for identifying and prioritizing safety improvements'. The practice of road geometric design is undertaken in a number of phases, commonly named planning and feasibility, preliminary design, detailed design, and construction. Key decisions that affect safety are based on standards, policies and guidelines or in the absence of those, on the best engineering judgement of the practitioners. Today, it is recognized that the professional experience of one individual is not sufficient to ensure road safety. Projects in Ontario, Canada have used multidisciplinary professional teams (traffic engineer, road designer, human factors and safety engineering specialists, among others) in the evaluation of existing roads to determine safety concerns as fundamental imput to future projects (3 or 4R). A formalized process integrating human factors and explicit safety has been developed for identifying sites with potential for safety improvement, for diagnosing problems at these sites and for selecting cost-beneficial countermeasures. Countermeasure recommendations are substantiated by the findings of research studies of safety effects based on collision analyses. The American Association of State Highway and Transportation Officials (AASHTO) publication titled "A Policy on Geometric Design of Highways and Streets" (Green Book) provides guidance to the designer by referencing a recommended range of values for critical dimensions for the design of highway facilities. For various reasons, it may be necessary to design a section of highway with substandard values for some elements. Such design exceptions require appropriate assessment and justification of the potential impacts to highway safety and operations. This study was performed to develop a guideline for design exceptions. The guideline for development and evaluation of design exception projects was developed and presented. The guideline outlines the steps for developing and evaluating design exception projects. The potential impacts of design exception elements to highway safety and operations are listed for the 13 controlling criteria to provide designers with important and easy to use information. The possible counter measures for each of the controlling criteria are listed in a one-page table for easy reference. The proposed safety evaluation process was presented in terms of safety impacts of individual substandard elements as well as the combined impacts of the substandard elements. An Excel based computer program was developed for life-cycle benefit-cost analysis of design exception projects. A decision on design exceptions can thus be made rationally with the recommended guideline and methods.
