The paper analyzes an implementation of an optimal disability insurance system as a competitive equilibrium with taxes. The problem is modeled as a dynamic mechanism design problem in which disability is unobservable. We show that an asset-tested disability system in which a disability transfer is paid only if an agent has assets below a specified maximum implements the optimum. The logic behind the result is as follows: we show that an agent who falsely claims disability has higher savings than a truly disabled agent, and an asset test prevents false claimants from receiving disability. We also evaluate welfare benefits of asset testing. For a calibrated economy, we numerically compare the optimal system to the best system without asset testing. We find that gains of asset testing are significant and equal to about 0.65% of consumption.

English Abstract: Although ample research shows that people with disabilities face significant labor market barriers, questions remain about whether and how disadvantages in employment and earnings contribute to economic in security. We use 1999 to 2012 Canadian Survey of Financial Security data to study disparities in nonhousing assets, which include house hold savings, stocks, and pensions, across households with and without disabilities. We find that households where the respondent or their spouse reported a disability held 25 percent less in nonhousing assets after accounting for key employment, education, and demographic factors. Demonstrating the more complicated relationship between disability, employment, and assets, these direct effects were further strengthened by disability's indirect effects on assets through its relationship with employment income.Spanish Abstract: Bien que la recherche conside ́rable montre que les personnes handicape ́es rencontrent d'importants obstacles d'acce`s au marche ́ du travail, les questions demeurent quant a` savoir si et comment les de ́savantages en matie`re d'emploi et de gains contribuent a` l'insecurite ́ e ́conomique. Nous utilisons les donne ́es de l'Enquete sur la securite ́ financiere canadienne de 1999 a` 2012 pour etudier les disparites des actifs non immobiliers, comprenant l'epargne des me ́nages, les actions et les rentes, parmi les foyers avec ou sans personnes handicape ́es. Nous avons constate ́ que les me ́nages dans lesquels le re ́pondant ou son conjoint avait signale ́ une invalidite ́ avaient 25 pour cent de moins d'actifs non immobiliers apre`s la comptabilisation pour un emploi cle ́, l'e ́ducation, et les facteurs de ́mographiques.
