The generations of Britons living through the reign of George III saw basic changes in economic and social structure: industrial revolution, agricultural revolution, demographic revolution. Romanticism displaced classicism. The religious and spiritual life of the nation changed dramatically. The rise of the mass constituency, the extension of political consensus, proved the salient new political fact. Traditional institutions and relationships were not impervious to change, but extraparliarmentary political organizations forced the pace. They reflected the interests of the community far more closely than the traditional, fragmented political factions. National extraparliamentary political organizations attempted, in parliamentary constituencies, to secure the election of members pledged to a specific program. Potential supporters were organized, after a fashion, in parliament. This is the nucleus of modern party organization, platform, and propaganda. Mr. Black examines a number of these associations—their motives, their leaders, their opponents, their means of expression and operation, their accomplishments and failures. Names such as Wilkes, Wyvill, Gordon, Jebb, and Reeves are found in cooperation with and opposition to Rockingham, Pitt, Fox, and North. Organizations such as the Associated Counties; the Protestant Association; the Society for the Commemoration of the Glorious Revolution; and the Association for the Preservation of Liberty and Property against Republicans and Levellers are represented in this narrative of eighteenth-century political history.

A vast and complicated array of subject matter is subjected to analysis, comment, and speculation by fifteen contributors representing three separate but contiguous disciplines. Their approaches are as various as one would expect. One is concerned with the bonds that hold associations together, and another with the tendency for the private to become public. One sees associations as interferences with democratic political processes, while another is more impressed by their positive values. Still another shows that the way in which they operate in the political process depends not only on the kind of association but also upon the political context within which they operate. Pennock and Chapman say that the theorist's job is to speculate and to interpret the facts as he sees them. It is also the theorist's job to suggest hypotheses for testing: to point to lines of inquiry that should be pursued. One cannot read the essays in this volume, without having his eyes opened--or opened wider--both to the paucity of information about the political features of voluntary associations and to the wide variety of aspects from which the subject needs to be approached. The kinds of questions that need to be examined can be grouped in categories. The first focuses on the individual: What kinds of memberships does he have? Even more, what is the effect upon him of membership in each kind of association? The second examines internal composition and workings of organizations. The third focuses on the state as a whole and the effect of organized groups upon it, the political processes of the associational structure of the society, and modes of behavior of these associations. Organized groups play an intermediate role in the polity. At the same time, the state, and those charged at any particular time with the performance of its functions, must look primarily to new associations within it to secure compliance with its law and for guidance in shaping those laws.

Sweden, as many other prosperous nations, is presently reassessing its national goals, political culture and collective identity. Newer groups in society are demanding equal treatment, and others whose struggles for recognition are older and unwon, are successfully mobilizing support for political change. Social democratic political hegemony has been eroded and other new political forces are now reinterpreting past political ideas and methods of action and a need for historical perspective. This book analyses the history of Swedish civil society. Social movements and interest organizations have played crucial roles in Sweden. Their history is also Swedish history and concerns struggles for political recognition and welfare state development and cutbacks. Theoretical developments within sociology, social psychology, public choice and political science are combined to enrich the analysis. Some of the theoretical elements used in this book are organizational waves of development, organizational life cycles, political opportunity structure, and topologies of collective action organizations. The book analyzes Swedish civil society history from the Midas to the 1990s. Swedish civil society history is divided into six periods. The role played by collective action organizations in the important developments in politics, society and economy in this one hundred and fifty year period are described, compared and analyzed. The primary focus is the impact of change brought about by these developments on collective action organizations.
