Région méridionale du Sénégal, la Haute-Casamance a fait l'objet de peu d'attention de la part des chercheurs en sciences sociales, contrairement à son homologue de la basse vallée, à vocation touristique et piscicole, sur le devant de la scène grâce à une rébellion qui n'en finit pas. A l'écart du Sénégal "utile", cette région périphérique est pourtant au centre de fructueux échanges entre les deux Guinées, la Gambie et le Nord du pays, et elle possède un riche potentiel pastoral et agricole. Elle est devenue le deuxième bassin arachidier du Sénégal depuis la fin des années 1990, et ses dernières réserves sylvicoles attisent les appétits fonciers des marabouts de la zone sahélienne. Au sein du monde peul de l'Afrique de l'Ouest, le Fuladu (région des Peuls de Haute-Casamance) a la particularité d'avoir été une zone de refuge pour de nombreux peuples d'origine captive qui se sont fulanisés et pour des éleveurs qui ont fui leur terre d'origine du fait des crises politiques ou climatiques, des guerres ou de l'impossibilité de vivre leur religion. Cet ouvrage, fruit de cinq années de recherches, tente de combler ce vide. Il analyse les raisons de la lente mise en valeur de cette région, en mettant en avant les conditions d'utilisation des ressources agrosylvo-pastorales par les différents peuples qui composent le Fuladu. A travers l'étude de la décentralisation, il montre la faible intégration politique de la Haute-Casamance au niveau national et la difficile structuration politique de ce territoire au peuplement diversifié. Les différentes tentatives de l'Etat sénégalais pour développer cette région de savane et la rattacher au reste du pays, notamment par l'introduction de la culture du coton, ont porté peu de fruits et se sont heurtées à la primauté donnée à l'élevage extensif.

Why are some communities able to come together to improve their collective lot while others are not? Looking at variation in local government performance in decentralized West Africa, this book advances a novel answer: communities are better able to coordinate around basic service delivery when their formal jurisdictional boundaries overlap with informal social institutions, or norms. This book identifies the precolonial past as the driver of striking subnational variation in the present because these social institutions only encompass the many villages of the local state in areas that were once home to precolonial polities. The book develops and tests a theory of institutional congruence to document how the past shapes contemporary elite approaches to redistribution within the local state. Where precolonial kingdoms left behind collective identities and dense social networks, local elites find it easier to cooperate following decentralization. The doctrine of international relations (inter-state, indeed), territorial ideologies, the logic of autochthony and its ramifications, ethnic cleansing, are all hinged at different levels upon the same pseudo-fact: to every society a closed and exclusive territory demarcated by fixed and linear borders. The variety of land questions facing Africa and the divergent strategies proposed to resolve them continue to evoke debates. Increasingly, in response to the enduring problems of land tenure, there are land movements of all shapes and orientations, some reformist and others quite revolutionary in their agenda. However revolutionary, land movements have tended to ignore the land tenure interests of women, pastoralists, youth and indigenous people. Several of these longstanding and emerging issues in land tenure include the role of the state in land tenure reforms; urban land questions, the nature of land struggles and improvements; and, the impact of land tenure developments on particular social groups and countries. An overarching concern is the extent to which land rights are being commodified, through the conversion of land held under customary tenure systems into marketised systems. The consequences of this include growing land concentration, land tenure insecurities, diminishing access to land by various sections of society, including the poor, women and less dominant ethno-religious groups.
